C.C.C. ENROLLEES RULED NOT ENTITLED TO LEAVE Controller General Says Men Are Not to Be Considered in Civilian Status. Overriding a War Department regu- lation, Acting Controller General El- liott yesterday held that enrollees of the Civilian Conservation Corps are not to be considered as civillan em- ployes of the Government and there- fore are not entitled to the leave priv- ileges granted the latter. Elliott's decision sided with the view of Director Fechner, who had protest- ed the War Department regulation adopted September 14, after the judge advocate general had held that enrol- lees are civilian employes within the meaning of the leave act.
