He returned to New York and was connected with an investment banking firm in 1931 when elected to his present post During the past year he has served 8s vice president of the State Secre- tary Section. He is married, has three sons, is a Republican and re- sides in Wyckoff, N. J. Bankers to Meet Monday. Members of the District Bankers' Association will hold the annual Fall meeting next Monday afternoon at 4 o'clock in the board room of the American Security & Trust Co., Presi- dent Thomas J. Groom presiding. Rufus Lusk will be the guest speaker and address the financiers on “Facts and Figures About Washington Real Estate, Yesterday, Today and To- morrow.” President Groom will review the ac- tivities of the association so far during the present administrative year and | some sort of resume of the high lights of the Boston convention is likely. Certain committee reports are also on the program. Special badges will be presented to the section chairmen for the pres- ent year, Harry L. Downey, auditors’ gection; Irving Zirpel, fiduciaries’ sec- tion, and Mrs. Helen R. Sharpe, safe deposit section. Chorpening Leaves District. Bankers in the financial district to- day expressed geleral regret over the | departure of I. I. Chorpening, chief mational bank examiner for the fifth Federal Reserve district, who has been transferred to a somewhat similar po- sition in New York and already as- sumed his new duties. Mr. Chorpening had been chief ex- aminer in this district, which includes all national banks in Washington, Maryland, the Virginias and the Car- olinas for several years and was widely known in financial circles. He had at- tended many conventions of the Dis- trict Bankers’ Association as an hon- ored guest, as well as many of the annual Spring dinners at the Colum- bia Country Club. He will be much missed. His transfer is of more than ordi- nary importance as the controller of the currency, in the interest of econ- omy, has abolished the fifth district examiner's former office and placed the work under other officials. Fur- ther information from Treasury re- garding future plans is awaited with ‘more than ordinary eagerness. W. Gordon Brown. . Insurance Agency Leads U. S. ‘Wilner Bros, general agents for the State Mutual Life Insurance Co. of Massachusetts, passed all the com- pany's other agencies in the United States in the ratio of net gains in business in the last nine months, accord- ing to word re- ceived from Wor- cester today. The Washing- ton office also an- nounces that Philip King, jr, David Mo n dzac have become as- sociated with the staff. Philip King s a member of one of the pioneer mer- chant families of the city and is a Princeton graduate. He is the son of Philip King, retired merchant, who is still remembered as an all-America quarterback of Princeton foot ball fame a generation ago. David Mondzac was managing editor bf the National Jewish Ledger for five Wears, as well as editor and publisher ©f the Washington Jewish Review for two years, and has been deeply inter- ested in the National Symphony and Children’s Theater movements. Business news furnished little am- munition for either side, but expan- sion plans attributed to several cor- porations were seen as cheerful straws in the wind. Shares favored most of the time— although a number slipped at the close—were Inland Steel, Youngstown Sheet & Tube, United States Rubber, Goodyear, ~ Anaconda, Kennecott, Cerro de Pasco, American Smelting, St. Joseph Lead, Howe Sound, Ameri- | can Metal, Du Pont, Westinghouse, General Electric, Allied Chemical, Montgomery Ward, Sears Roebuck, Deere, Boeing, American Telephone, Consolidated Edison, Amerada, Con- tinental Oil, Coca-Cola, Cork Crown, Chesapeake Corp., International Busi- ness Machines, Johns-Manville, Lig- gett & Myers “B,” Paramount and New Haven Railroad. In the hesitant division were United States Steel, Bethlehem, Crucible, Douglas Aircraft, North American. Phillips Petroleum, Standard Oil of New Jersey, Sagta Fe, Northern Pa- cific. Union Carbide, Continental Can, Loew’s, Zenith Radio and Brooklyn- Manhattan Transit, NEW YORK COTTON | By the Associated Press. NEW YORK, October 16.—Cotton futures opened steady, up 8 to 14 points on higher Liverpool cables trade and foreign buying. Decembe 8.33; January, 8.35; March, 8.33; May 8.35; July, 8.36; October (1938), 8.52 The initial advance carried several Ppositions into new high levels for the movement and attracted enough profit taking to cause partial reactions dur- ing the first half hour. Offerings were comparatively light, however, with only a small volume of Southern selling. The undertone was steady. March sold off from 8.34 to 8.28, leaving quotations generally about 4 to 9 points net higher. Further light frosts in northeastern sections of the belt and the report of the Dallas News that there was no likelihood of a further increase in the Texas crop because of the arrival of cold weather may have attracted a little buying. No rain was reported over the cot- ton belt, but next week's forecast pointed to rain early in the week and again toward the close in the eastern and central belts and rain during the middle of the week in the western sector. Cotton goods business for the week was estimated at 125 per cent of pro- duction but prices were reported to have lost midweek gains. 9 S % Va Ir Coal & Coke . 6). Business men are anx- dously wondering whether a slowing down of such proportions as to con- stitute a new depression may not be on its way, for they are naturally ealarmed by the severity of the recent declines in security prices. The chief reason why their fears are probably unfounded is that we have not yet made a full recovery from the old de- Pression. “The long history of recoveries from depressions has given us the unvary- Ing rule that prosperity conditions are regained before a new depression be- gins.” Heard in Financial District. Declaring that while the current slump in the stock market may be due $o an oversupply of securities, although inflated securities were pretty well #queezed out in 1929, R. F. C. Chair- an Jesse H. Jones has reiterated his etatement that he has been unable to find any good reason for the extent of the downtrend. “Present quoted prices seem low from an investment standpoint; that 4, if we still believe in our country, and of course we do,” he declared. 1.“An era of falling interest rate is ‘hEld. and there is no prospect of any tise,” David Friday, economist of Washington, predicted in a talk before the American Life Convention in Chicago.
