INFIFTH DISTRICT Southern Area Reports Un- usual Fall Pick-up Along Many Lines. BY EDWARD C. STONE. That the Southern part of the Fifth PFederal Reserve District is enjoying unusual commercial activity is indi- cated in a recent weekly review from Charleston, S, C., put out by the Com- merce Department. The survey says: “Retail sales volume increased 12 per cent over last year. Rural retail sales stimulated by good tobacco season and cotton crop. Wholesale procery trade up 8 per cent. Clear- ings, $1,114,135, as against $967,794 in 1936. Port activity being stimu- lated by loading of first large cargo of tobacco for export this season. Im- brovements to Ashley River in South Carolina at cost of $340,000 among new waterway improvements author- ized by President. Corner stone of new $200,000 Federal building at Anderson laid during week. “Allotment of $265,000 authorized for construction of 300 miles of rural dower lines in State, and it has been announced that bids would be received oon. Total of 5347 persons employed on 127 State highway projects during week ended August 28, as compared with 4,646 same period in 1936.” Delay in Fall Upturn Seen. Despite the many cross-currents in the present situation, at least a full seasonal advance in business is indi- cated this Fall, says the United Busi- ness Service in its latest weekly report. However, there are some modifying factors that may prevent the Fall upswing from gaining its full momen- tum until later in the season. Most important of these is the weakness recently displayed in the stock market, Stock prices are in- fluenced by prospective profits rather than volume, and the market weak- ness probably reflects the fear that higher labor costs and taxes cannot be entirely offset by higher consumer orices without reducing sales volume. At the same time declines in the orices of grains and cotton have led 0 a restriction of large-scale buying ‘n the hope of still better purchasing opportunities later on. Yield High on Realty Bonds. A yield of approximately 7 per cent 's available through the medium of real estate bonds, according to an nalysis of 100 interest-paying realty sond issues prepared by Eli T. Watson % Co. The average asked price for he 100 issues is 56 and the average nterest rate currently being paid is 3.9 per cent, indicating an average current yield of 6.95 per cent. ‘The 100 issues include 21 issues that are paying interest at the original rates -and 79 issues that are paying nterest under reorganization plans consummated during recent years. Of ‘he reorganized issues, 12 are paying 1 fixed rate of interest with no pro- 7sion for the payment of any addi- fonal interest. Thirty-three other issues that are paying a fixed rate of interest provide for the payment of 2dditional interest, if earned, or when he fixed rate increases at specified ‘imes in the future. Six of the issues are paying fixed and additional income nterest currently, while 28 issues are | saying on a straight income basis, The 100 issues include issues se- cured by all main types of properties, ncluding apartments, apartment aotels, hotels, office buildings and heaters. The highest current yield s shown by the apartment hotel group. | Jor the seven issues of this type cov- j red by the analysis the average asked | orice is 47, the average current interest ate 3.7 per cent and the average cur- Tent yield 7.9 per cent. Government Moves Praised. General approval was heard in the New York Stock Exchange offices here oday of the Treasury’s action in “de- terilizing” $300,000,000 of gold and he Federal Reserve Board's decision 0 buy Treasury bills and notes in the pen market, as the need arises, It vas said that both moves were certain | o be helpful toward stemming the | ecent stock market decline. The | romptness with which the steps were | aken was also praised in brokerage | ouses. | To Washington brokers the action ndicates that the Government pro- | oses to keep credit ample for all| needs, and in that way prevent a mar- cet decline that might result in a lump in business should it run loo} far over a long period. Brokers here | expect further tests of the strength of the present market, but were much | more cheerful today than at the end of last week. Heard in Financial District. Robert V.
