VIRGINIA FOREST DEPLETION SHOWN Woods Cut Aimost: Half Since First Settiement, Survey Shows. Virginia's forests, which it has been eatimated, covered about 24,950,000 acres during the early part of the aeventeenth century when white men first settled here, now cover approxi- mately 14,857,000 acres, a survey recently made at the University of Virginia shows. A rapidly growing population in the State has seen a vast deple- tion of a virgin forest area that once covered practically the entire Commonwealth. While the greater paft of the forest land is in private hands, yet the past few years have seen considerable acre- age conveyed to the Federal Govern- ment for use in the national forest program. It has been estimated that in the neighborhood of 2,000,000 acres have been turned over to the Govern- ment for this purpose, the greater part of which is in the mountain regions. C. C. C. Improves Areas. Forest areas over the entire State have recently been improved through the efforts of the Civilian Conservation Corps, which has devoted much time to the program. Likewise the State itself has created a number of parks in different sections that are largely ¢overed by forests. Because of a favorable climate and suitable soil conditions, approximately 80 species of valuable trees used in commerce are to be found within the Btate, the report sets forth, The lumber industry has been one of the most important in Virginia during the past, and according to the 1931 census report of the United States Department of Commerce, the com- bined annual production of the 10 Paper mills in the State was greater than for any other Southern State. The survey also points to the fact that for general purposes the State may be divided Into three major physiographic regions—the Tidewater or coastal plain section, the Piedmont Plateau and the mountain region, each of which sections is characterized by a quite general type of forest growth, Chestnut Trees Hard Hit. Of the many species of trees to be found within the State, probably the @reatest loss from the point of view of the lumbering industry during the Dpast several years has been the almost extinction of chestnut trees in many sections due to the so-called chestnut blight. In Northern Virginia, where the chestnuts grew in great abundance within the last 25 years, but few are to be found today. As the people throughout the eountry today are becoming more conscious of the importance of forest protection as a result of floods and other catastrophes attributed almost entirely to a ruthless destruction of trees, the university survey stresses the fact that Virginia's forests are economic assets from two primary aspects—first, the lumber industry, and second, of importance in Tegu- lating the flow of streams and pre- venting soil erosion. e NEW MATERIALS SPUR | BATH ROOM DECORATING | Exciting and highly decorative new materials for shower curtains, new water-saving and non-clogging show- er heads and shower valves of jewel- like beauty are giving impetus to the modernization of bath rooms by the installation of a shower over the tub or in a separate compartment, says the Plumbing and Heating Industries Bureau. Home economics experts consider that the laundry room should be well ventilated and tightly constructed to keep out dust and dirt and, at the same time, prevent washing odors and steam from permeating the rest of the home. A water-resistant floor, slightly sloping toward a drain, is usually es- sential and cleaner. Outside windows are desirable. Many types of washing machines are available. They save time and eliminate the drudgery of scrubbing by hand. FUNGTIONS ARE EMPHASIZED Capacity to Stabilize Home Mortgage Market Told by Administrator. ‘The functions of the Federal Hous- ing Administration in stabilizing the home mortgage market, during per- jods when increased building activity leads mortgage lenders to compete for new mortgage loans, were em- phasized today by Stewart McDonald, Federal housing administrator. McDonald pointed out that while competition is a healthy and nor- mal development in the mortgage- lending fleld, under certain conditions, past history has demonstrated both the weaknesses inherent in the ays- tem and the need for some method of checking the growth of unsound mort- gage-lending practices during periods of competitive activity. “It is important to keep in mind always the basic fact that the Fed- eral Housing Administration is an in- suring agency which does not in any way compete with any private enter- prise and particularly such lending institutions which enjoy the benefits of dealing in insured mortgages,” McDonald pointed out. “The very purpose and functions laid down in the national housing act prevent it from being in any sense a competitor with private business. Doubtful Loans Disclosed. “Mortgage lending is entering upon one of the periodic cycles during which JULY 17, 1937. lending agencies will actually com- pete for sound mortgage loans. The collapse of the real estate market in the early days of the 1930s brought to light the fact that during the last building boom competition for busi- neas led mortgagees to make many doubtful loans. “The Insured Mortgage System was established to prevent the recurrence of the mortgage-lending practices which resulted in the crash of real estate values during the depression. Lendirg agencies can benefit both from the protection which the insur- ance offers, and from the better un- derstanding of the worth of their new loans, which Federal Housing Ad- ministration appraisal ‘will bring. ““Too often, during past booms, lend- ing agencies neglected to check with sufficient care the character of the collateral offered as security for new loans, or falled to evaluate correctly the capacity of the borrower to re- pay his obligations. In their desire to make new loans, they failed to use the same care in examining the risk involved in the new business which they would have exercised un- der more normal conditions. Carefully Examined. “Regardless of the volume of new business, the Federal Housing Ad- ministration must examine carefully each loan offered for insurance. Be- cause it is unbiased and has no actual stake in the real estate market, it is able to make sound judgments, which are not influenced either by the desire for gain or the hopeful psychelogy which pervades the real estate market during the early days of any boom. “In our insuring activities, we act in much the same capacity as the doctor who approves or rejects the in- dividual applicant for a life insurance policy.
