LONDON, July 1.—Britain looked anxiously to Rome and Berlin today for the means of plugging the gaping hole in the Spanish non-intervention system left by withdrawal of Italian and German warships from the penin- sular patrol X Already rebuffed by the two powers on a proposal that French and British warships extend their patrol ‘zones to cover the Spanish government water front against shipments of men and munitions, Foreign Secretary Anthony Eden sald he understood “they have becn asked” to prepare alternative pro- posals. Committee Meets Tomorrow. He told the House of Commons yes- terday “We ‘should know in the next few days” whether the gap would be closed. For it to remain open—along With the now unpatrolled Portuguese frontier—would mean virtual collapse of the neutrality plan. The neutral- ity subcommittee dealing with the matter will meet tomorrow. Japan and Manchukuo do not recognize the two treaties with China, of which Man- chukuo was then a part, on which | Russia bases her claim to Sennufu and the other small islands nearby. Soviet sources declared that if war should come in the Far East it would find 400,000 troops of the Eastern Red army prepared for action. The Siberian troops are reported pro- visioned, supplied and equipped to fight as an independent unit without aid from Russia proper for at least a year. The Soviet, considering war with Japan a possibility, has for many years poured much of its industrial and agricultural resources into this great army unit which is commanded by Marshal V. K. Blucher with head- quarters at Khabarovsk. Supporting this army are an estimated 1,000 to 1,500 airplanes and a submarine base at Viadivostok where about 60 small submarines are understood to be based. The Soviet claims to have built a series of underground forts along the danger zone. Into these, provisions and munitions have been dumped for many years so that, in case of trouble, Marshal Blucher could operate independent of his supply base, thou- sands of miles away. The Far Eastern commard's only link with Russia proper is the single- track Trans-Siberian Railway. The markers were at a point where the frontier dips sharply to form a narrow indentation. French territory is bordered on three sides by Spanish territory. Japanese Army spokesmen, describ- ing yesterday's naval battle south of Sennufu Island, declared a fleet of 40 Russian gunboats had “invaded” the channel of the Amur and opened fire on Japanese and Manchukuoan soldiers who were bathing. Sennufu Island is one of & group in the river claimed by both Russia and Man- chukuo. The army dispatches declared their artillery immediately opened fire on the Russian fleet and defeated it decisively. One gunboat was said to be lying at the bottom of the Amur on the Manchoukuo side of the river Wwhile the battered hulk of another was stranded on a beach up the river. A report to the newspaper Nichi- Nichi declared the Soviet had mobil- ized 10 entire infantry divisions and three cavalry divisions, a tota' of 300,000 troops. In support, the dispatch aaid, were 1,000 fighting planes, 600 armored cars and 1,000 tanks. Opposed to these on the opposite side of the international boundary formed by the Amur were large con- centrations of the crack Japanese army maintained in Manchukuo and the advance units of the entire Man- chukuoan land forces. ‘The mobilization was reported along that stretch of the frontier that lies between the Russian cities of Khaba- rovsk and Blagoveshchensk. This line extends some 300 miles. The newspaper Asahi said the Soviet river fleet was composed of 40 mod- ern warcraft. At least 10 were said to be 1,000-ton ships, carrying four . 4.8-inch guns, while another 10 were of 200 tons displacement. At least 20 were said to be sraaller craft of great mobility. Foreign office officials expreased the hope the incident could be settled by diplomatic means, but emphasized such a solution must be based on the complete withdrawal of Soviet troops. When Chinese Manchuria became the independent state of Manchukuo under Japanese protection, it inherited the Amur River and its boundary with Siberia.
