NEW YORK, June 28.—Along with issues in other securities markets, curb stocks retreated before moderate offerings today. Although activity was light, most shares stood fractionally to a point or so lower late in the session. Creole Petroleum and Aluminum Co. of -America declined a point or more each and major fractions were pared from Electric Bond & Share, Gulf Oil and American Gas & Electric. NEW YORK, June 28.—The labor situation is assuming an increasingly important role in the otulook for corporation earnings, and there is a widespread interest in the ralative labor costs among individual in- dustries and companies. Unfortunately, few companies are willing to disclose their labor expense in relation to total costs, but this is fully understandable. Such information naturally would be valuable to competitors. There is also a serious lack of in- formation regarding labor costs by industries, and no complete statistics on this subject are publicly available. However, a close approach to the relative position of the various in- dustries can be obtained from the information complied by the United States Bureau of the Cemsus. The Standard Statistics Co. has computed these relative wage costs from the census figures for 1935. It should be kept in mind that the statis- tics apply only to the actual manu- facturing process. If the labor enter- ing into the raw materials used were included, the proportionate labor costs would obviously be much greater. While the figures refer to the rela- tion of labor costs to the value of the products, rather than to total costs, they are still significant in revealing the importance of labor to the several industries. ~ All other factors being equal, an industry with relatively low labor costs is in a more favorable earnings position at this time than one with a high wage expense, in view of the general upward trend of wage rates. GIFT TAX ESTIMATES SHOW LARGEST ERROR By the Associated Press. Treasury reports indicated that tax experts made their worst-estimate for the 1937 fiscal year in forecasting revenue from the gift tax. For the first 11 months of the fiscal | period ending June 30, this levy pro- vided only $21,738,000, compared with $159,655.000 in the same period last year. The estimate for the entire 12 months of this year was $110.000,000. Smith, president of Brook- lyn Edison Co., subsidiary of Con- solidated Edison Co. of New York, resigned today, Smith, who reached the age limit June 22, will continue on the Board of Trustees of the parent concern and as a director of its affiliated companies. NEW YORK, June 28—Although industry has felt the effects of pro- longed and erippling strikes, business generally has managed to move fore ward on a broad front, said the Guaranty Trust Co. today in its monthly survey. “The movement of railway freight has declined in recent weeks by slightly more than the normal sea« sonal amount, but remains substane tially larger than a year ago,” the sure vey said. “Electric power production has shown no significant recession from the high levels that have been maine tained .in recent months. Sales of department and chain stores in May showed approximately the normal seasonal gains and continued to run considerably higher than the 1938 figures. Commercial faflures last month were more numerous than in April or a year ago, but the liabili- ties involved were smaller.
