NEW YORK, June 3.—Criticism of President Roosevelt's recent arraign- ment of big income tax evaders was voiced last night by Thomas I. Parkin- son, president of the Equitable Life Assurance Society, in an address be- fore the American Management As- sociation. Speaking at the banquet session of the association’s convention, theme of which is “The Future fo Private Enterprise,” Parkinson appealed for reasonable and definite standards in the Government regulation of busi- ness. Co-operation from business would be greater, he said, if “they (the Gov- ernment) would realize there are limits to our abilities under regulations, limits to our abilities to pay wages and ta “We ¢ find,” he continued, “that we must not earn alone the taxes that are required, but are expected to earn in addition taxes enough to contribute. “And if the great liberal justice (Oliver Wendell Holmes) is cited with reference to our shortcomings, then I {clmm the right to cite him also in our behalf.” Parkinson, former dean of law at Columbia University, said Holmes not only upheld the power of the State to tax, but defendedthe right of the in- | dividual to avoid as much of that tax | as he thought reasonable. “He (Holmes) asserted the right of & man to so arrange his property as 14th & Pa. A native of Germany, he had come to this country when 15 years old. He is survived by his widow, Mrs. Saran Schladt; two daughters, Mrs. Kath- erine Probey and Mrs. Rose Dingman, both of this city, and a grandchild. NORFOLK, Va., June 3—Virginia Polytechnic Institute prepared today to ask the 1938 General Assembly for funds to aid in establishing a Virginia nautical school for the train- ing of young men for sea service. Col. E. B. Norris, dean of the engi- neering department at V. P. I, an- nounced here yesterday that the funds would be sought. Abele, U. S. N., re- tired, commanding the Massachusetts schoolship Nantucket, Col. Norris said the Federal Government had promised $25,000 annually as its share of the expense of a Virginia school or ship, and said the State would be asked “for a sum near that amount as its share to the financial set-up.” Capt. Abele said 114 boys were aboard the Nantucket, which provides two years of training to equip grad- uates for such positions &s third engi- neer or third officer on American ships. The cost of the training is divided between the students, the State and the Federal Government, Abele said.
