Y., June 3—The sale of goods produced by the labor of | children under 16, was banned in New York yesterday by action of Governor Herbert H. Lehman, who once termed such a proposal “im- practicable” without Federal legis- lation. He signed the Moffatt-Nunan bill, barring child labor-made goods, with the expressed hope that the present Congress will enact a method of Fed- eral control of child labor “most sus- ceptible of easy and rigorous enforce- | ment.” “The main purpose of this bill,” said the Governor in a memorandum accompanying his approval, “is to supplement legislation which the Con- gress may pass to regulate or prohibit the transportation in interstate com- merce of goods manufactured or pro- duced with child labor.” The measure signed by the Gover- nor today was sponsored by Republi- can Assemblyman Abbott Low Mof- fat and Democratic Senator Joseph D. Nunan, jr., both of New York City.
