MARSHALS WOMEN AGAINST SEC. 213 ~Miss Mary Dewson Expect- ed to Testify on “Mar- riage Clause” Repeal. BY WILL P. KENNEDY. Miss Mary Dewson, vice chairman of the Democratic National Committee, 1s expected to be a witness when hear- ings are resumed next week by the House Rules Committee on the plea of Chairman Ramspeck of the House Civil Service Committee for a special rule giving privileged consideration to the bill repealing the “married per- sons clause” of the economy act, Chairman O’Connor has not yet an- nounced whether he will permit open hearings. Miss Dewson declares it the duty of women to work together for passage of the pending measure. She urges them to continue writing to their Senators and Representatives “until we get action.” Section 213 Mere Gesture. “Section 213 was merely a gesture,” she points out, “because it affected only 1,835 jobs. Like the proverbial woman who saves a vase of flowers while her house is in danger of burn- ing down, it was well meant but mis- directed. Indeed, it was worse than misdirected, because it struck at a fundamental democratic principle— the merit system. “Were or were not these Government employes appointed because they were | well qualified for their work? If so, | why should one of the most normal‘ acts of life, marriage, disqualify them? Even those who ask, ‘What are princi- ples in a practical world?’ admit 1t worked great unforeseen hardships.” Organizations of Government work- £rs who have been pressing for action on the bill that has been reported from the Civil Service Committee re- stricting future appointments where the combined salaries of husband and wife would be in excess of $4,000 say they have assurances from a sufficient number of House members that they will vote for it if the Rules Committee allows it to come up in the House, Cochran Doubts Votes. Chairman Cochran of the Commit- tee on Expenditures, who drafted section 213, has told members of the Rules Committee that the Celler- Ramspeck measure would not receive 50 votes in the House. The members of the Rules Committee are disposed | to grant the special rule if they are | shown that the bill can pass. LIEUT. COMDR. BYINGTON WILL REST IN ARLINGTON Rites Monday at Fort Myer for | Former Attorney General of Samoa. Lieut. Comdr. Moses Brownlow | Byington, jr., 40, U. §. N, who died | ‘Tuesday in Long Beach, Calif., will be | buried at 2 p.m. Monday in Arlington National Cemetery, the Navy Depart- ment announced today. Services will be held in Fort Myer Chapel prior to burial. Lieut. Comdr. Byington recently returned to the United States after nearly a year's tour as attorney gen- eral of Samoa. He was on duty in the Judge advocate general's office at the Navy Department in 1932 and com- pleted a course in law at George Washington University in 1926. Fol- lowing duty in Turkey as executive officer of the U. S. 8. Scorpion and service as aide and flag secretary on the staff of the commander of Battleship Division 2, Lieut. Comdr. Byingtonn returned to Washingto to the office of the judge advocate general in 1930 and George Wash- ington conferred the degree of mas- ter of laws on him in 1933 He had been selected for promoton to com- mander at the time of his death He is survived by his widow, Mrs. | Ethel Brimer Byington. e “Green Pastures” Hit.
