Primm, with the Mutual Life Insurance Co. of New York, has been elected president of the District of Columbia Life Underwriters Associa- tion for the ensu- ing year, succeed- ing Laurance H. Riggles, the board of directors an- nounced today. Winthrop G. Batchelder, man- ager of the Con- necticut General Life Insurance Cos office here, was chosen first vice president, f and Vernon Ww. Holleman, general agent, Home Life Insurance Co. of New York, was named vice president. The mnew president, Mr. Primm, attended George Washington Univer- sity, graduated from Georgetown Uni- versity in 1917 and has been active in the underwriters’ association since entering the insurance field 16 years ago. He has been associated with his present company a little more than 13 years, is a member of the Board of Trade, a past president of the Life Insurance Club and a former chair- man of the Board of Trustees of Cal- vary Baptist Church, Mr. Batchelder has been a writer and lecturer on various insurance sub- Jects. Since coming here three years ago he has served as registrar of the | Life Insurance Institute and vice chairman of the National Member- ship Committee. Mr. Holleman was chafrman of the managers’ section of the association last year and was president of the Mississippi Life Underwriters’ Asso- ciation before coming to Washington. He is secretary of the Law and Legis- lative Committee of the National Association of Life Undewriters. Paul H. Primm. McClellan on Bank Program. President William McClellan of the Potomac Electric Power Co., this city, will be one of the speakers at mc| coming convention of the Distrot!} Bankers' Associa- tion, Program Chairman Charles H. Doing announced toda; Dr. McClellan f will give one of the priacipal ad- dresses, his sub- Ject being “Hop- ing and Trust- ing.” He is ex: pected in his talk to review some of th: major problems now appearing on the business horizon, the association members being anxious to get the views of some one of their own circle on the business and eco- nomic outlook. Dr. McClellan was for- merly connected with the Wharton School of Finance and has long been & close student of economics. William McClelian. Vandoren Addresses Bankers. W. T. Vandoren, vice president and cashier of the Liberty National Bank, addressed the joint session of the Auditors and Fiduciaries Sections of the District Bankers at the Lafayette Hotel last night. His talk was of equal importance to both sections. He declare that maintenance of proper records is essential to the ef- ficient operation of a bank's trust| department. He advised bank auditors that trust department aud: ould be conucted for the purpose of determin- ing the true condition of the depart- ment; to see that all trust assets are properly accounted for, and to ascer- tain as far as possible whether the governing rules, regulations and laws are being complied with properly. A forum discussion followed his re- marks. About 100 bankers were pres- ent, Millard S. Yeatman presiding. Stock Being Offered Here. A new issue of 60,000 shares of ‘cumulative prior preferred stock of the North American Finance Corp., & personal finance company with headquarters in Richmond, Va. is being offered today by a group which includes Hertz & Co., Inc., Southern Building. The stock carries warrants for the purchase of class A common stock. The company operates 20 offices in 6 different States, including Virginia, starting in Richmond in 1923. Net income in 1936 amounted to $95,442. Secretary Morgenthau announced a Treasury offering of $100,000,000 in bills to be sold between now and Monday, thus continuing the regular ‘Treasury bill financing which has been carried on for the past six weeks. ‘The Richmond Reserve Bank notified Washington banks of the offering today. Morgan Stanley & Co., Inc., and sssociates will be the underwriters of the $24,000,000 Buffalo Niagara Elec- tric Corp. bonds and notes. The offering may be along late in June. Heard in Financial District. Securities on the Washington Stock Exchange turned more active yester- day, catching the spirit of the New York exchange. Capital Transit fig- ured in the largest turnover in a long time, eight different sales taking place, all at 10's. It was the first exchange session after the announce- ment that Congress proposed to in- ‘vestigate the transit company’s af- fairs and possibly limit fares to 7 cents. Other sales included trans- fers in Lincoln Service preferred stock, recently listed, at 49. Bonds were also in better demand. The Securities Commission said to- day transactions for their own ac- counts of members of the New York Stock Exchange totaled 21 per cent of all transactions in the week ended Aprfl 24. Member trading included 7.40 per cent in transactions initiated on the floor of the exchange, 4.84 per cent off the floor and 8.76 per cent with specialists. Member trading on the New York Curb Exchange in the same week totaled 18.46 per cent of all transac- tions. The week's round-lot volume on the stock exchange was 6,950,740 shares.
