By the Associated Press. NEW YORK, May 18 —S8welling industrial pay rolls and increased farm purchasing power stand in the back ground of a sharp upswing in retail spending in March and April to the highest point since 1931. In those two months, the public spent $892,900,000 for general merchan- dise in department stores, mail order organizations, variety and dry goods stores, an increase of 13.3 per cent, the International Statistical Bureau reported. Significant, retail trade circles say, is the fact this increase over last year was scored despite widespread strikes. The American public, the survey said, is spending no more freely than is justified by income received. To support this contention it points out consumer income in the first quarter rose 11.9 per cent while expenditures advanced only 10.9 per cent. The discrepancy, analysts believe, is accounted for by more aggressive spending for travel and by a gradusl return of the savings bank habit, Playing an important part in the upturn of retail spending was the more liberal consumer outlay for furniture and other household items on which 17.2 per cent more was spent than in the like period last year. This development retailers explain in terms of increased residential con- struction and what they term a gen- eral revival of interest in the home. As these commentators see it, in the post-war period there was a sharp shifting of expenditure from domestic products to the automobile and motor accessories. Gradually, in many families the automobile moved into the ‘“‘necessity” classification, Fresh interest in the home first got under way about a year and a hailf ago. It has been siow in gathering momentum but has shown no signs of having spent itself, analysts de- clare. If it continues it should pro- | vide & continued source of energy to | retail trade, it is argued. CLEVELAND, Ohio, May 18 —Daily Metal Trade today says: Backlogs in most finished steel prod- ucts are beginning to shrink as new buying is not developing in sufficient volume to offset shipments. Pressure from consumers for ton- nage has eased noticeably since the reaffirmation of prices for third quar- ter though in the flat rolled products specifications appear to be coming in at about the same rate as formerly. Semi-finished departments also have experienced little slackening. Threat- ened labor trouble at independent steel | plants may serve to spur specifying in some directions with consumers seek- ing to build inventories against pos- sible interruptions to mill shipments.
