NEW YORK, December 2.—Works Progress Administration workers ar- ranged a mass meeting for tonight to protest treatment of 700 persons who demonstrated at the W. P. A. art headquarters against employment guota reductions. The demonstration last night ended In a riot that caused injuries to 13 persons and the arrest of 219 for dis- orderly conduct. The demonstrators, who said they were members of the Artists, Models and Photographers’ Union, broke down the door and climbed fire escapes when they were locked out of the art project teadquarters. They resisted an emergency squad of 40 policemen, locked arms and shouted protests against “mass dis- missals” and “police brutality.” Railings were torn down, desks were overturned and women fainted. Six- teen patrol wagon loads of demonstra= tors were hauled away by force before the remaining 30 persons submitted o arrest peacefully. The entire group later was paroled pending & hearing. S. E. C. The Securities and Exchange Com- mission reported today that total reg- tstrations effective in October were $526,330,000, a figure more than dou- ble that for the previous month. The October total was boosted by sn American Telephone and Tele- graph $175,000,000 registration. A total of $406,087.000° became ef- tective the same month in 1935. Debenture issues accounted for 42.5 per cent of the October totals; se- sured bond issues for 19.9 per cent; preferred stock issues for 10.6 per cent; common stock issues for 21.4 per ecent, and certificates of participation &nd warrants for 5.6 per cent. The commission said 63.9 of the fotal proceeds would be used for re- funding purposes; 17.8 per cent for so-called “new money”; 11.3 for pur- ehase of securities for investment; 2.2 for purchase of securities for af- flliation; 4.6 for the retirement of pre- Serred stock issues and 0.2 for or- ganization and development expenses.
