The new Washington Criminal Jus- tice Association carefully will avoid “encroaching” on the field of any eocial service group in the National Capital, according to James M. Hep- bron, its acting chairman. This promise was made at the annual luncheon meeting of the Board of Directors of the Bureau of Rehabilitation at Wesley Hall yester- day, when Hepbron called for public support fo the new W. C. J. A. “Head Hunting” Banned. The new organization, Hepbron said, intends to help make “more efficient” the machinery for admin- istering justice here, but leave to the existing social groups in the field their own problems. “Through co-operation with social agencies for administration of jus- tice, and not through head hunting— ‘we are no snooping detective agency— the Washington Criminal Justice As= sociation will operate as a fact-find- ing research body, co-operating to make justice more efficient here than it is now.” he said. “We shall deal with facts, we shall make sugges- tions to be helpful, but we never will encroach on the fields of your rep- resentative social groups.” Leaders Hear Talk. Hepbron spoke to a group of lead- ers of most of the outstanding social | agencies of the city, who are mem- bers of the Board of the Bureau of | Rehabilitation Allen Pope, reau of Rehabilitation, presided. Joseph E. Dayton, director of the| bureau, gave a bgief report of its work. The budget for the year was $9.100, he said.
