FIRM 70 OBSERVE 4GTHANNIVERSARY National Permanent Offices Opened for Business Here October 3, 1890. BY EDWARD C. STONE. Officers of the National Permanest| 3 Building Association will observe thz firm's forty-sixth anniversary tomor- row in the offices at 949 Ninth street northwest, doors first having been opened for business on October 3, 1890. The association has made a fine record during the last 46 years, grant- ing a host of loans in the community to people establishing homes. The company has more recently done its full share in providing funds for re- habilitating and improving sound properties. Dividends have been paid continuously twice each year since the firm was founded. Officers said today that the past| year had been the best in the asso- ciation’s history in point of growth, adding that there had been an in- crease in assets of more than $1.000,- 000. Total assets now amount to 87. 345.,623.56. while surplus and undivided profits as of September 30, 1936, totaled $508,913.10. Robert E. Buckley has served the association as president for several years, the other officers including Har- ry M. Packard, vice president; Millard T. Dixon, treasurer, and Roland M. Brown, secretary. The directors are John B. Geier, Joseph F. Zegowitz. Prancis L. Neubeck, Alphonse C. Ham- mer, James E. Colliflower and Charles | M. Wallingsford. Vass Back From Convention. George O. Vass, vice president and eashier of the Riggs National Bank and member of the executive council of the American Banker's Association has returned from the San Francisco convention. The convention, he said today, went off with clock work pre- cision, the addresses were most con-| structive and practical, the attendance | very large and the entertainment furnished in the Golden Gate City the finest ever. The election moved smoothly re- gardless of the advance opposition in some quarters to the advancement | of Orval W, Adams from the wcond‘ to the first vice presidency, on account | of his New Deal opposition. The speakers stuck to banking and | economics and barred politics from | their addresses, with the single ex- ception of a speech by Merle Thorpe.| editor of the Nation's Business. He made one of his characteristic talks Many of the Washington delegates took a plane trip over San Francisco | and the bay. The journey out and | back, with scores of other Eastern bankers, was most delightful. The other delegates are returning to the Capital at various times on various trains and boats. | Institute Committee Named. | Paul J. Seltzer, president of Wash- | ington Chapter, American Institute | of Banking, announces that Edward | M. Blaiklock, Washington Loan and Trust Com- pany. recently appointed Chair- man of the Pub- licity Committee has named the following assis- tants: Joseph Buscher, Colum- bia National Bank; Roland T. Carr, Riggs Na- tional Bank; Au- brey O. Dooley, Hamilton Na- tional Bank: G Elmer Flather, Union Trust Company; Claude W. Kniseley, Riggs National; | Frederick L. Strasser, American Se- curity & Trust Company: Eliot H Thomson, Washington Loan & Trust Company, and Robert G. Whitton, | First National Bank Alexandria. | Chain Stock Offered Here. A banking group headed by Hemp- hill, Noyes & Co. is offering at $100 a share the portion of a new issue of 110,000 shares of 5 per cent cumu- lative convertible preferred stock, $100 par value, of American. Chain Com- | pany, Inc, not issued in exchange | for the 7 per cent cumulative pre- ferred stock and not subscribed for by the holders of the common stock. Proceeds, to the extent necessary, will | be used to redeem the entire issue of | % per cent preferred stock about | November 2. | Under the terms of the offering. holders of the company's cumulative 7 per cent preferred stock were given | the opportunity to exchange each | share of that stock for 1'; share of the new preferred, computed on the basis of the call price of $110 a share and $15 accumulated dividends, and. subject to such exchanges, the com- mon shareholders were given a prior right of subscription at $100 a share, both offers having expired Septem- ber 30. French Devaluation Praised. Slauson, White & Rowe, dealers in Independence Fund of North America, have received comments from ‘Thatcher T. Jones, the firm's econo- mist, in which he states that the Tri- partite currency agreement between France, Great Britain and the United States is both encouraging and im- | portant. The devaluation should encourage | business activity in France and bring hesitant capital out of hiding. To a degree also there will probably be a repatriation of French capital held abroad, particularly in England and America. By placing France among the nations which are enjoying recov- ery, there should be an important stimulus to international trade and general economic improvement throughout the world. The securities markets of France will likely reflect the general op- timism, but it is unlikely that funds held abroad will be suddenly with- drawn owing in part, at least, to the unsettled political situation. The ef- fect of the American securities mar- kets, while possibly temporarily dis- quieting, will be beneficial, Dr. Jones believes. Today’s Trading on Exchange. Five shares of Riggs National Bank common stock sold at 290 on the ‘Washington Stock Exchange today, up & points from the last previous sale. American Security & Trust Co. stock also appeared on the board, two 10-share lots changing ownership at 252. H Potomac Electric Power 5% per cent preferred came out at 112 and the final sale was in W Railway & Electric preferred at 110%. Transit Report Is Filed. ‘The Capital Transit Co. filed the August report with the Public Utilities Commission this noon, revealing a loss in pet income for the month of $43,242.25. For the first eight months of 1936 the company went into the red over $38,000, although there was & 12 per cent gain in revenue passenger traffic during the period. The report is covered elsewhere in today’s Star. E. M. Biaiklock. 2‘5 K A—18 wxa FINANCIAL, THE EVENING STAR, WASHINGTON, D. NEW YORK, October 2.—A brisk ~ upward shove was given stock market leaders today, a number of issues getting into new high ground for the | last six years with gains of fractions | to around 3 points. | Brokers attributed the buying re- vival partly to a lessening of tension over the foreign currency upheaval and to continued brightness of the aomestic industrial picture. Activity was pronounced in early \delhng.x. but light profit taking re- tarded the pace later.
