LOYALISTS START ESPIONAGE DRIVE Uncover Intricate System by Which Fascists Learned Official Moves. By tnc Associated Press. MADRID, September 8—Spanish Bocialists have launched an energetic campaign against spies following the discovery of an intricate system by which the Fascist enemy were kept nformed of many official moves. For some time the government had known there was a “leak” some- ‘where, but its agents were not able to trace the source of information to the vebels. ‘The break came at Valencia, where police, searching the residence of a prominent rightist, found a key to the well-organized espionage ring operat- ing in Madrid and Barcelona. ‘The searchers, in a small book found ¢cleverly concealed in the double-bot- tom drawer of a chiffonier, discovered the code used by rebel spies and a list of names and addresses of “confidential agents.” Shock to Government. ‘The identities of some of these agents caused the government a severe shock. Included in the list were in- dividuals enjoying full confidence, and even some holding important posts in various ministries in Madrid. One of the most important was em- ployed in the war ministry, where he had access to files containing copies of orders regulating government troop movements. Another was able to intercept—and even alter—confidential messages. Immediately an intensive “clean-up” campaign began. Dozens of alleged spies were arrested. Sharp warnings ‘were issued to caution officials against dropping information which might be beneficial to the rebels. The govern- ment decreed summary court-martial and death, if convicted, to all spy sus- pects. Faces Firing Squad, ‘The first official execution brought death to David Rodrigo at Lerida Sunday. Rodrigo faced a firing squad after a court-martial convicted him of espionage. Signs were posted in conspicuous places to warn government militiamen returning from the front that “spies are circulating everywhere in our midst.” “Say nothing to any one, not even mothers or sweethearts, about any- thing relating to the activities of our fighting forces,” the signs instructed. “A remark which you may think per- fectly harmless may be used advan- tageously by the enemy.” French Conduct Inquiry. PARIS, September 8 (#).—French counter-espionage agents rubbed shoulders today with Spanish refugees at Hendaye as they investigated al- leged activities of government and Tebel spies in French territory. The number of secret agents in France has been expanded since Ger- man troops reoccupied the Rhineland, official quarters said, in an effort to protect the secrets of French border Tortifications. A further increase is expected next year under the projected program of strengthened domestic defenses. At least 16 spies of various nationalities have been sentenced to terms rang- ing from 6 months to 20 years for activities “on behalf of a foreign power” in the northern and eastern frontier zone. ‘The French agents on the southern border were reported inquiring into charges by the rebel provisional gov- ernment at Burgos that observers in France were assisting government ar- tillery batteries in shelling Fascist columns. ‘The rebels asserted white-clad ob- servers, standing on the summit of Mount Biriatou, in France, signaled range directions to government gun- ners bombarding the rebel rear guard. —— SR ¥ by loyalist planes. Three foreign warships in the harbor were besieged by residents and government militiamen seeking to be taken aboard. Refugees Reach France. A French ship brought 130 refugees, mostly women and children, to Saint Jean de Luz. The internal situation in San Se- bastian was described as serious by John W. Rattenbury, British former trainer of the stud of former King Alfonso of Spain. Rattenbury arrived in Hendaye from Spain with a group of refugees. Two hundred hostages have been imprisoned by government forces in the Casino, he related, with the only food obtainable left on the steps of the building by their families. Guards carry the food inside, he said. Rattenbury reported a general scar- city of food in the city had sent roving bands, composed mainly of women, into pillaging raids on nearby farms, MADRID TO BOMB OVIEDO. MADRID, September 8 (#).—Bat- talions of hardened Asturian miners surrounded the rebel stronghold of Oviedo, the government declared to- day, as Socialist artillery and planes prepared to bombard the northern city. One column of miners was reported to have pushed southward 12 miles nearer to Leon in the campaign to drive the Fascist rebels from the northwestern territory. In the capital the new government of Premier Francisco Largo Cabellero rushed organization of new divisions of armed militia. Many recruits ex- pressed eagerness to be sent to the battlefronts, while others complained of a shortage of arms. The war ministry published these reports of the campaign against the rebels: Government forces near Huesca, northeastern provincial capital, have driven rebels into refuge in buildings in the center of the city.
