Rear Admiral Thomas Jefferson Cowie, 79, former paymaster general of the United States Navy, died Jast night at his home, in the Burlington Hotel, after a three-month illness. Admiral Cowie #was appointed as- sistant paymaster of the Navy in 1880 and rose through the grades to be pay- master general. He also was chief of the Bureau of Supplies and Accounts. ‘The admiral was originator of the Navy pay bill, which increased the pay of all officers of the Army, Navy and Marnie Corps. Praised highly for his work in the Liberty Loan office during the World ‘War, he was presented with the first During the Japanese-Chinese War the admiral served as intelligence officer aboard the U. 8. 8. Monocacy. He was senior vice commander in chief of the Military Order of the ‘World War from 1922 until 1929; he was made commander in chief the following year.
