. insp LEGION PRESSES UNIVERSAL DRAFT V. F. W. to Ask Corgress tof Conscript Capital in War Time. By the Associated Press. Campaigns for the universal draft and conscription of capital in war- time were shaping up today for the next session of Congress. The American Legion, an official #aid today, will renew its 14-year fight for the universal draft plan providing for non-profit war-time service by all classes. The Veterans of Foreign Wars an- nounced support of & plan to con- seript capital and industry “on the same basis as armed forces.” The V. F. W. will push a program designed to strengthen American neu- trality, to bring about Federal control or regulation of the munitions indus- try and to require political candidates to make public their “position on for- eign entanglements.” New War Feared, Victor E. Devereaux, director of the V. F. W Department of Americanism, #aid today European nations “‘are ap- parently on the verge of a new war d solely for greed for territory.” Declaring that while seeking “profits to be gained from coveted oil and! mineral resources.” these nations “have already made deliberate efforts to involve the United States in the intrigue of Europe.” Devereaux added: | “The destruction of life and prop- erty in the World War and subsequent economic depression provide convinc- fng proof that those who are forced to do the fighting are also called upon to bear the burden of cost.” ‘Would Ignore Investments.
