By the Associated Press. NEW ORLEANS, October 7.—The arrest of Baldo Pausina, fugitive leader of a marine narcotic ring, was announced yesterday by J. B. Greeson, district supervisor of the United States Bureau of Narcotics, following the seizure of 13 members of powerful narcotic groups in New Orleans.
