By the Associated Press LOS ANGELES, August 13.—A baby monoplane, weighing only 450 pounds, was tested at a 150-mile-an-hour pace yesterday by Earl Ortman, speed pilot, for the Cleveland national air races. The plane was built by Eddie Allen- baugh, young Santa Monica designer, for competition in the 200-cubic-inch class. It will be raced by Al Hall, 19, local amateur pilot. A nine-cylinder engine powers the craft, which has a wing spread of 18 feet. With a 7-gallon fuel tank, it has a cruising radius of 200 miles.
