Finis Daniel Morris, 70, 8 Govern- ment employe for 56 years, died yes- terday at his residence, 200 Long- fellow street. Death is believed to have been due to a cerebral hem- orrhage. Ten days ago he collapsed at his desk in the Patent Office, where he was a financial officer. Funeral services will be held at the residence at 2:30 p.m. Saturday. In- terment will be in Rock Creek Ceme- tery. Mr. Morris, who was born in Canada, came to Washington with his parents in 1867 and entered the Government service in 1879 as an employe of the Board of Indian Commissioners. " He was transferred to the Patent Office two years later. After working in a variety of positions, one of them as chief of the manuscript and photo- lithograph division, Mr. Morris was appointed a financial officer in 1920 and continued in that postion until his death. Although he became eligible for re- tirement last May, his tour of duty was extended by executive order of a new accounting system. By the Associated Pres: Almost 5,000 Army officers—4,918 to be exact—held new rank today. They were promoted, effective to- day, as the result of the approval late yesterday of the Army promotion bill by President Roosevelt. The War Department wanted the act to establish an even flow of pro- motion and smooth down the “hump” of thousands of officers commissioned during the reorganization of the Army at the end of the Wosld War and stagnated since then in the grade in which they were commissioned. The House passed the bill late Tues- day with one amendment to make it [feffective on the first of the month following enactment. To prevent a delay to September 1, the Senate quickly accepted the change vesterday, D. C, THURSDAY, 158 lieutenant colonels were promoted to coionel, creating the same number of vacancies in the rank of lieutenant colonel as well as providing for 364 new lieutenant colonels. In addition to the 522 commissions as major thus left open, the bill provides for naming 890 more majors, thus moving up 1,412 captains. The bill's provision for the promo- tion of all first lleutenants with 10 years or more service, meant thai between 1,500 and 1,700 were pro- moted to captain. Funeral services for William Alex- ander Knowles, 62, who died Monday at his residence, 1445 Fairmont street, were to be held at 2 pm. today at Hines' funeral parlors, followed by burial in Rock Creek Cemetery. For 35 years Mr. Knowles had been property clerk at the National Mu- seum. He had lived in Washington all his life and had been educated in the public school at Brightwood. Surviving are two brothers, Charles and Claude, both of Washington. Mr. Knowles was reared by an uncle, the late Archibald White. Their home fn Brightwood was located in the center of a 16,000-acre tract granted the White family by King Charles II during the seventeenth cen- tury. The territory now known as Kensington was a land grant also. Knowles' Station, named for Mr. Knowles’ great-grandfather. WALTER H.
