Important changes in the contro- versial bill to liberalize the District's divorce laws are expected to be made at a conference late today between Representative Carpenter, Democrat, of Kansas, and Representative Palmi- sano, Democrat, of Maryland—two members of the Judiciary Subcommit- tee of the House District Committee who have been unable thus far to reconcile their differences Carpenter is sponsor of the more lib- eral divorce measure of the House and Palmisano is chairman of the Judiciary Subcommittee, where the proposed legislation has been battered around for the last several months.
