FARM MORTGAGE BILL GIVEN SENATE Revised Form of Measure Held Unconstitutional Gets Committee 0. K. By the Assoctated Press. ‘The Frazier-Lemke farm moratorium measure, held unconstitutional by the Supreme Court, has been revised and reported to the Senate by the Judiciary Committee. Supporters said they believed it now ‘would meet the court’s objections. As changed, the legislation would grant a farmer a three-year moratorium under the supervision of Federal courts. The Judiciary Committee is consid- ering a companion bill which would extend the moratorium provisions to owners of homes and small businesses. In reporting the farm bill the com- | mittee said many State moratoria would expire soon and that there was a danger of an “avalanche of fore- closures” unless a Federal law were enacted. As in the case of the law held un- eonstitutional, the new bill would pro- vide for scaling down of a farmer’s indebtedness in keeping with the ap- praised value of the property under mortgage. The former provision for the repurchase of foreclosed property at the appraised value on a six-year installment plan was killed. The Su- preme Court held it invalid. Appointed STEPHENS NAMED ASSISTANT TO CUMMINGS. HAROLD M. STEPHENS Of Utah, who yesterday was ap- pointed by President Roosevelt to be the assistant to Attorney General Cummings, succeeding William Stanley of Maryland, who resigned last week to return to private law practice in Baltimore. Stephens, who is 50 years old, is at present one of the assistant attorney generals and before coming to Washington several years ago to enter public life here, he was a district judge in Utah and before that was a prose= cuting attorney at Salt Lake City.
