NEW YORK, June 27.—Competition of prison manufacturing was charac- terized today as a threat to the effect- iveness of a voluntary code to sup- plant N, R. A. regulation of the $450,- 000,000 cotton garment industry. The code, adopted in a “national emergency convention” by nine asso- clations within the industry, came yes- terday with the formation of a new national governing organization for the industry, the Allled Cotton Gar- ment Association. The code would affect 160,000 employes. The code committee reported s unanimous opinion that “unless open market promptly, it will be im- possible to maintain the wage and hour provisions in all branches of the industry.” The convention indorsed a tele- gram originally sent to President Roosevelt by the Southern Garment | Manufacturers’ Asosciation pointing to | the same hazard. The voluntary code replaces the N. | R. A. 36-hour week with 40 hours, | in the North, or 30 cents an hour in | North.
