Senator Carter Glass is on the program of the Virginia Bankers’ As- sociation which opens a three-day session at the Homestead, Hot Springs, tomorrow. The senior Senator trom the Old Do- minion State will address the bank- ers on Saturday morning, his sub- ject mnot having been announced. He is expected, however, to pay more or less at- tention to the so- called Eccles bill and give free ex- pression to title II which proposes such sweeping changes in the Pederal Reserve System and to which he is so bitterly opposed. Bankers in nearby Virginia expressed great interest to- day in what Senator Glass may have to say on the banking bill or other timely subjects. Robert V. Fleming also will be one of the speakers. He will attend the meeting as first vice president of the American Bankers’ Association. The president of Riggs is due to speak tomorrow on “Trends in Banking and Banking Legislation.” It is doubtful if any banker in the United States, in-~ cluding President Hecht of the A. B. A, is keeping any closer to banking trends than the Washington banker. ‘Three weeks ago he addressed the District Bankers’ Association at Hot Bprings on the same subject. “Brass Tacks” Program, Virginia bankers will devote their program most to trust matters and kank management. Tomorrow's ses- sion will include a trust conference end Friday will be devoted to man- agement problems. They call it a “brass tacks” program. At the trust conference, Henry E. Sargent, secretary of the A. B. A. Trust Division, will speak on “Oppor- tunities for Activity in the Trust Field” and Richard C. Stockton of Winston-Salem, N. C., will present “A Btatement of Principles of Trust In- stitutions.” “How Can a Country Bank Diversify Its Risks” will be explained on Fri- day by G. C. McCall, cashier, First National Bank, Norton, Va. “Interest Rates on Time and Savings Deposits” will be discussed by Thomas H. Blan- ton, president, Union Bank & Trust Co., Bowling Green, Va. Another speaker will be Fred Berger of Norristown, Pa., who is to speak on “Bank Management From the View- point of Public Relations.” At Satur- day’s session Joseph H. Turner, jr., senior clerk, Roanok: Branch, Mor- ris Plan Bank of Virginia, will read & prize-winning ossay on “Customer Relations.” The Virginia bankers conducted a contest similar to .he one carried out by the District Bavkers’ Association for students in the Amer- 1can Institute of Barking. George H. Keesee of the Federal Reserve Bank of Richmond was one of the judges. Passage of resolutions and the an- nual election of officers will conclude the business session Saturday. District Leads Whole U. S. ‘The District of Columbia led every one of the 48 States in the amount of new life insurance written during May, according to information re- ceived by The Star from Hartford, Conn,, this noon, new business in the Capital soaring 30 per cent ahead of the total in the same month a year ago. The amount of new policies written by agents here totaled $5,- 161,000. Business in the whole country aver- aged 15 per cent lower in May this year than last. Business in West Vir- ginia was only 1 per cent lower, and the same in North Carolina. South Carolina reported a drop of 4 per cent, while new insurance in Virginia was 18 per cent below May, 1934, and suf- ll:x‘ed a tumble of 20 per cent in Mary- nd. Analysis of the sales of ordinary insurance show that Maryland's sales totaled $7,906,000, Virginia business Emounted to $5,775,000, West Virginia, $4,231,000; North Carolina, $6,553,000, and South Carolina, $2,830,000. In the first five months of this year busi- ness in the District of Columbia was 31 per cent better than in the like period last year. For the South At- lantic States as a group business was 7 per cent above last year. This com- pares with a national average of only 3 per cent. The nearest approach to the District of Columbia's 30 per cent gain was made by Arizona with an advance of 22 per cent over last year. Nevada ran third with a pick-up of 13 per cent. It will be recalled that in the Tecent national insurance week cam- paign Washington agents made a re- markable showing during the six busi= ness days of the drive. Bank Makes Income Advances. Bankers in this city will be inter- | ested in a novel plan now being car- ried out by the Marquette National Bank, in Minneapolis, which has launched a policy of making unsecured loans on promissory notes, without co- makers or indorsers,'to employed per- sns of the city, without regard to ‘whether or not they are customers of the bank. The new loans are called income advances. The new-type loans are made on the basis of a 5 per cent interest charge, & 2 per cent insurance charge and, if the borrower is not a customer ©f the bank, payment of a $2 charge for investigation of the eligibility of the borrower. The pay-off arrange- ment on the loans calls for 12 month- ly payments through deposit in the savings department of the bank, where accumulated pay-offs draw the regular savings rate of interest until the date of maturity of the loan, which may not be for more than one year. NEW YORK, June 19.—The stock market divided itself into sharply contrasting groups today, with utili- ities and & few miscellaneous shares pointing upward, while metals and sugars were conspicuous on the off side. Standard industrials and rails held a middle of the road course until the final hour, when they ylelded to pressure. The closing tone was heavy. Sales aggregated 1,600,000 shares. The majority of stocks were ex- tremely sensitive to group movements throughout the day. After churning about in a narrow trading area throughout the forenoon, the entire list was steadied by a brisk rally in utlities : following announcement in Washing- ton that the House.subcommittee had reported a greatly modified holding company bill but sellers began to make greater concessions as the day wore on and something of a full-fledged selling movement broke out just before the close. At one time the ticker fell be- hind 2 minutes. Most all commodi- ties were lower throughout the day and bonds had an irregular appearance. Among shares ending the session ¢ major fractions to more than a point lower, were Bethlehem Steel, Du Pon:, Chrysler, American Tobacco, Allied Chemical, American Can, Air Reduc- tion, Columbian Carbon, Westinghouse, American Telephone, American Smelt- ing, Cerro De Pasco, Anaconda, United States Smelting, Santa Fe, Southern Pacific, American Sugar and American Crystal Sugar. In the utility division, best resistance was shown by those well-integrated companies such as Public Service of New Jersey, North American and American Water Works, most of which ended around a point higher. Some of the ol stocks, including Pure Oil common and preferred, also were higher. COMMONWEALTH EDISON DECLARES $1 DIVIDEND By the Associated Press.
