By the Associated Press NEW YORK, April 2—The bond market continued to work a trifle higher in late dealings today. Secondary railroad issues main- tained leadership, with advances ex- tended to a point in some cases. United States Governments were active at advances averaging around 4-32nds of a point. Active loans selling higher included obligations of Baltimore & Ohio, Chile Copper. Erie, Missourl Pacific, North- ern Pacific, Southern Railway and United Drug. Practically all the new bonds already offered or scheduled for offering simply replace outstand- ing issues with higher coupons or, in other words, represent refunding op- erations. They do not increase the supply of desirable investments, nor do they make any inroads on the sur- plus of idle funds. It is a profitable operation for the corporations involved because it cuts down fixed charges. It does not help the investor, who, unless he sacri- fices quality, is forced to take a small- er return or his money. Stockholders benefit by the improvement in margin of income for dividends. Few Jobs Provided. But all this is not a harbinger of | expanding business. No increase in | employment results, except possibly in the ranks of the investment houses. No men are put to work building new | plants or enlarging old ones. That may follow or it may not, but until it | does enthusiasm can well be re- | strained. | The second step will be taken when corporation directors are convinced that the way is cleared for expansion. They will have to be convinced that revival has proceeded far enough to make it advisable to borrow funds with which to increase facilities. In other words, the much-maligned profit motive must be allowed to do its work, and that stage has not yet been reached. Very possibly, business is unduly timid, but that does not alter the fact. The increase in financing will take on real significance when it drafts new money instead of merely replac- ing old borrowings with fresh ones. ‘Then a beginning will have been made on putting men to work. Power Needs Cited. There is plenty of this new con- struction which ought to be under- taken.
