The examiner hands the candidate first a batch of 33 small cards called “headers.” On each header is printed the name of one of the counties in the particular State he is to be tested cu. Next, the candidate gets another batch of 950 cards. On these are printed the names of as many towns, big and little, as are in that State. At the beginning the candidate places his county headers in the holes in any order he sees fit. Next he must put the “towa” cards in their proper “county.” This is called “throwing the cards.” Evidently this candidate thought the exam was a cinch; he finished with an error of but two cards misthrown, at the rate of 43 allocated in their proper slots each minute! On another test he handles 771 town cards under 30 heads—for another State—without a single error. Here he averaged 38 cards a micute accurately distributed.
