FINANCIAL. U.S. BONDS GAIN; OTHERS ARE MIXED Decline in Carrier Issues Slackens—Industrials Fairly Steady. By the Associated Press. NEW YORK, March 26.—Sand was applied to the rails in today's bord market, but it did not entirely check the slide downgrade. United States Government obliga- tions were mostly higher. The Treas- ury’s announcement that it looked as though at least 80 per cent of the fourth Liberties called for April 15 would be converted into the new per cent bonds, was favorably received in Wall Street. Yesterday's rumors of impending reorganizations for some of the weak- | est railroads failed to bring out any tangible developments, and the decline in carrier obligations slackened, but | & number were moderately lower, in- cluding some obligations of more strongly intrenched roads. Dealers | thought there was some disappoint- ment over the delay of the Interstate Commerce Commission in ruling on | the appeal for the higher freight rates. Communications issues were mostly firm, and industrial loans were fairly steady. Electric power issues were dull, and a few were in moderate de- mand. Foreign government loans were ir- regularly lower, but losses were mostly | modest. The decline was caused mainly by fears that the new Belgian government would de- valuate the nation’s currency. CUMBERLAND, Md., March 26— The general offices of the Kelly- Avfl-fllfl!ld Tire Co. will be moved from New York to the company's plant here to help “cut down ex- All the office departments, now housed in the Chrysler Building, will be installed in the office building at the local plant within the next two weeks, excepting the export office. This department even may be trans- ferred here later. Just how many new workers will be brought here is not known. Included in the transfer will be the accounting, sales antl advertising forces. Some of the routine work done by clerks, secre- taries and stenographers will be absorbed by the local force. Parts of the office building are now being remodeled to accommodate the added workers. NEW YORK, Marca 26 —8ixty-cent silver, just a rosy dream for seven years, became an actuality yesterday and opened a new vista of economic and political possibilities from the Shanghai Bund around the world through Wall Street and the City of London. In Wall Street, where the specula- tive silver market was killed by the silver nationalization act, traders at- tributed yesterday's rise of 1 cent to 60 cents an ounce to a combination of what they termed “technical factors.” A further rise to 61'¢ cents was re- corded today. Reduced to simple terms, the tech- nical factors became the sale of $1,000,000 in United States gold to Mexico in exchange for silver, the absence from world markets of a float- ing supply of the white metal, and the current wide discussion of inflation possibilities in America. Further Sales Foreseen. A little further in the future the traders place such possibilities as further sales of gold for silver to other nations, the possibility that the $2,000,000,000 stabilization fund might buy silver, and the talk of a gold- silver standard for the two Americas. Not since late 1928 has silver been 50 high as now, and it is within strik- ing distance of the 64!2-cent price paid by the Treasury for all newly- mined domestic metal. Silver's trouble goes back to 1873. when Germany adopted the gold standard and led other nations into | gradually placing a lessened value on the white metal. Up to about 1885, the price averaged $1.12 an ounce, but by 1900 the average slipped to 78 cents, and from there it went to a | 56-cent average until the start of the World War, From 1914 to 1921 the averaga price was 84 cents, and on November 25, 1918, an all-time high of $1.37'; cents an ounce was reached. But the drop was abrupt to December 29, 1932, when an ounce of silver brought 24!, cents an ounce. World Supply Absorbed. The recent decision of the United States Government to make mone- tary stocks eventually consist of 25 per cent silver and 75 per cent gold | inaugurated a purchase program that has absorbed practically the world floating supply. Silver was squeezed from China. She placed an embargo on it. Then bootlegging started. | Silver interests in Congress arec demanding the Treasury fulfill it orders to buy silver, and Wall Stre quarters are wondering where it will come from—China, India, London, the ancient mines of the Aztecs. Buying silver with gold stands out as a leading possibility, traders de- | clare, since a reduction in gold stock- will reduce the amount of silver needed to reach the 25-75 ratio.
