HOPES FOR RATIFICATION OF MUNITIONS TREATY State Department Official Ex- presses View in Address Be- fore Church Group. Hope that an aroused public opinion will be reflected in Congress suf- ficiently to bring ratification of the munitions limitation treaty was ex- pressed yesterday by Joseph C. Green of the State Department, in an ad- dress before the Adult Forum of Mount Pleasant Congregational Church. “The Nye committee investigation has aroused public opinion,” said Mr. Green, “and through public opinion, as reflected in Congrm ‘we hope we are going to obtain the' ratification of treaty and the passage of wise legis- lation for the control of the manufac- ture of and traffic in arms in this country.” The speaker, who is an assistant to the Senate Munitions Investigation Committee, explained that under terms of the treaty proposed in No- vember, 1934, by the United States each factory must have a license from the Government, and no manufacturer can make any munitions until he re- ceives an order.
