NEW YORK, December 3.—After early irregularity the Treasury sec- tion of the United States Government list firmed. Treasury 3%s of 1941 moved up 7-32ds of a point to 103.24; 31s of 1944-46 9-32ds to 1024 and 3%s of 1941-43 5-32ds to 103.19. The corporate group was irregular with changes generally narrow. Shell Union Oil 5s eased a point to 1027, while United Drug 5s gained 15 to 88';. The more active rail bonds were a bit lower. Polish and German obligations were strong features of an irregular for- eign list. New York Cotton By the Associated Press. NEW YORK, December 3.—Cotton was easler today. Offerings were not heavy but buying was limited to mod- erate trade demand or scattered cov- ering. Prices eased off under liquidation, promoted by the indifferent showing of the stock and grain markets and an apparent absence of fresh buying in- centives. March contracts sold off to 12.48. The general list showed net losses of 6 to 15 points around 2 o'clock. Liverpool Quotations. LIVERPOOL December 3 #.—Cotton, no receipts. Spot moderate business done; prices unchanged. December 3.—With the lake navigation | regular season of ended, and with marine insurance rates tightening, grain prices showed & reactionary trend late today. This was due in part to disappoint- | ment over the United States wheat | visible supply total, which showed al reduction considerably less than ex-| 1 pected. On the other hand, No. white corn on track here sold today at $1.08'2, a new high for the sea- son and only !4 cent under the top- most comparable price since July, 1929. NEW YORK, December 3.—High chieftains of industry are holding one of their biggest pow-wows in years this week, intent upon taking their places on President Roosevelt's all- American recovery team, and at the same time presenting their program to defeat depression. Today is the first of four days of sessions at the Waldorf-Astoria, spon- sored by the National Association of Manufacturers, which has called & “‘congress of American industry * * * to formulate a program upon which it can stand unitedly.” That co-operation with the ad- ministration will be the keynote goes without saying. It has been the fash- fon at such gatherings since the Amer- ican Bankers’ Association Convention in Washington six weeks ago, where President Roosevelt called for his “all- American team” from an alliance of “business and banking, ll’l'ICulture and industry, labor and capital.” Big Questions at Stake. Nevertheless, with such momentous questions as the future of the N. R. A. coming before the Congress in Wash- ington next month, the industrial leaders have called together their little “congress” as a sounding board for | a program of their own. Many of the industrialists say they ; are fully aware that such sweeping generalizations as demands for immediate balancing of the budget,” } or “an end to Government interfer- ence” will not suffice. Administration spokesmen have as- serted that the Government is ready to retire from the normal fields of individual initiative as soon as busi- ness will take up the slack through providing employment and capital. This figure represents a decrease of 18 vessels under October and is equal to the number of arrivals in Novem- ber, 1933. CLEVELANI, Ohio, December 3.— Recent expansions in iron and steel consumer commitments are held as significant by producers because the increase “has developed without any artificial influence, such as preceded practically every other improvement since the steel code went in effect,” the magazine Steel says. “Stocks are at an _irreducible minimum, prices are unchanged for the first quarter and demand ap- parently is gaining momentum,” it adds. On further consumer buying scrap prices have advanced to their high- est level in five months, the publica- tion states. “Despite the confusion prevailing at Washington between the left and right wings in administration affairs, the belief prevails that whether fur- ther impetus comes through private or Government initiative, or co-op- erative movement, the position of the durable goods industries is to be measurably enhanced.
