Richards said that in his own day the proposal has been put | forward that the vresence of the Marine aboard ship was an obstacle to develop- ment of the military in the seamen. 4 Settled in 1913. “Not until 1913 was Lhe matter defi- nitely or finally settled,” he said. “A President of the United States had championed the thought of this school— he ordered all Marines in the fleet ashore. He said the Marines had aug- mented to themselves such importance | and their influence, which they had| gained by pandering to every political influence, had given them such an ab- normal position that they had simply invited their own destruction. And he added that he did not hesitate to say that they, the Marines, should be ab- sgrbed into the Army and no vestige of their organization should be allowed to remain. But the Congress of the United | States thought differently. At that time, 1§09, Congress, after exhaustive hear- ings on the subject, provided, in mak- ifg appropriations for the support of the naval establishment, that no part of the money appropriated should be avail- able unless the Marines were restored to their service at sea. By 1911 the best | minds of the Navy had persuaded the | Navy Department to place itself in ac- cord with this view of the Congress. The existing policy with respect to sea service of the Marine was then an- nounced. * * * Aim te Be Versatile. “Two years later, in 1913, effort was made to_reverse this policy, but the General Board of the Navy on July 25, 1913, squelched that movement. And the General Board at the same time put | further discussion forever at rest.” ~Gen. Richards pointed out that Ma-| rines are part of the fleet, operating under the admiral. resulting in unity of command “a perfect co-ordination of the Navy's soldier and sailor.” The military _organization of the Marine | Corps differs considerably from that of the Army, the general asserted, as “the | company rather than the regiment, with ug is the basis of our organization of field units. Neither “officers nor men are likely to spend a long period of time im any one organization or with any one arm—we aim to be versatile,” he said.
