NEW YORK, May 4—Stocks closed strong today on top of a buying wave that sent prices to approximately the best of the recovery. Strength in the market was based on expectation of & constructive address by President Roosevelt before the United States Chamber of Commerce in Washington tonight. The market had also the text of *the President's message on railway reorganizatioh, which, however, followed the lines l!‘ ready discussed. General Motors was the ouuundlna leader at the end, taken in large blocks at a new high for the year. Alliépj Chemical jumped nearly 5 points on short covering, Air Reduction was very strong and practically all the nflro‘d stocks were higher. Wheat closed 7 to 1%al cents higher, cotton advanced and most of the minor commodity markets recoy: ered earlier losses. Sterling exchange was up 3% cents in the late afternoon. Stocks opened somewhat under Wed- | nesday’s finals. Traders who had bought earlier in the week felt thg urge to take profits following the infla- tion vote in Congress. Their offerings brought a mild recession, but on slightty lower volume of business. For an hous or 50 the market was reactionary, bus before noon it had recovered its poise and was moving forward under the leadership of the railway shares. During the early selling the coppex stocks lost a part of the gains made in the last hour of the day before and there was selling in such issues as Allied Chemical, American Can and General Motors. Oils on the othen hand rallied on the hope that some solution of their problem Wwould be worked out at Washington. The stesls were well supported throughout, as was logical, considering the optimistic re~ ports from Pittsburgh and Youngs- town. Communication shares did well also, especially International Telephofje and Postal Telegraph preferred.
