VATICAN CITY, March 16.—In one of the most gorgeous ceremonies of the Roman Catholic Church® Pope Pius conferred the red hat this morning on the six cardinals he created in the secret consistory Monday. H The public cOnsistory was held in St. Peter’s, instead of in the usual Hall of the Benedictions, for the fifst time since 1924, when Cardinals Hays, New York, and Mundelein, Chicago, were clevated to the purple. It was attended by tens of thou-|. sands, including royalty, aristocracy, the diplomatic corps accredited to the Holy Sre, in which most of the South American countries are represented, and many visiting prelates. The secret consistory was a kind of executive business meeting behind closed doors. The public consistory today was a combined ceremony and droma exhibiting to the people the spectacle of six churchmen reaching the second highest ambition it is pos- sible for a Roman Catholic clergyman to_have. Shortly after 9 am. the new car- dinals—Piertro Fumasoni-Biondi, former apostolic ~ delegate to Washington; Rodrigue _ Villeneuve, Archbishop of Quebec, the Archbishops of Florence, Vienna and Turin and Cardinal Angelo Dolci—went to the Sistine Chapel. There, under Michelangelo’s ~“Last Judgment,” in the presence of the car- dinal vice chancellor and several ex- isting cardina’ hey took an oath to do honor to their rank, to be faithful to the Pope a to labor for the glory of God and the church. The Sacred College now numbers 58, of whom 30 are Italians, 28 foreigners. This number is 12 below the possible, but never-reached mlal of 70. VARIOUS ABOLITIONS PROPOSED BY DILL Ending of Government Independ- ent Agencies Sought in Economy Interests. By the Associated Press. Abolition of such independent gov- ernmental agencies as the Interstate Commerce, Federal Trade, Power and Radio Commission for economy's sake was proposed today by Chairman Dill of the Senate Interstate Commerce Committee. Secretary of Commerce Roper and others close to President Roosevelt are still at work on the task of ferreting out ways or reorganizing and cutting ex- penses, and Mr. Roosevelt's aides have indicated he is giving serious consid- eration to economies in the independent establishments. Consequently, Dill's plan was believed by many party lead- | crs to be in line with some of the President’s ideas, They expected soon | scme far-reaching recommendations. The Washington Democrat, explain- ing his proposal to newspaper men ad- vanced it also as a means of restoring | what he considers the basic theory of | responsibility in Government—it would | concentrate further power in the hands | of the Chief Executive. | “The commission is a hybrid in Gov- ernment,” he said. “It is responsible to nobcdy. After a commissioner is ap- proved by the Senate, he can be re- moved only by impeachment. No one has been removed, because you can’t impeach a man for exercising his ]udg- ment.” Dill would except, possibly, the Tanfl Commission, but transfer functions of the Interstate Commerce Commission to the Commerce Department under a director of transportation, the Federal Trade Commission to the Justice De- partment, the Power Commission to the Interior Department under a director of national resources, and the Radio Commission’s work to a director of com- munticetlons in the Commerce Depart- ment.
