James Neville Black, jr, 39, chief clerk of station accountants for the ‘Southern Raliway, formerly a resident of Washington and Silver Spring, Md., died in a private hospital at Atlanta, Ga., yesterday following an illness of two years, according to an Associated Press dispatch.
