BALTIMORE, January 20.—An in- vestigation and hearing to; ascertain the rates and charges of the Chesa- peake & Potomac Telephone Co. have been arranged by the Public Service ‘The commission’s order was made yesterday following failure to reach an agreement on a State-wide reduction in tel;?hnne rates during a two-month conference of representatives of the commission and the company and John Henry Lewin, people’s counsel. ‘The commission expects to obviate the necessity and expense of an in- ventory of the company’s property by using index numbers taken from a sur- vey conducted last Summer by the commission of the company along with other utilities of the State for a down- ward adjustment of rates. A further decline of wholesale prices of 2 per cent was recorded by the Labor Department’s Bureau of Statistics for December, according to a report made public today, ‘The average prices were 9 per cent below the figures for December, 1931, it was sald. The index, bused on 784 commodities and on average prices for 1926 equalling 100, stood at 62.8 for December, 1932, compared with 68.6 for December, 1981. The month's decline in wholesale prices for farm products, according to the report, was slightly more than 51 per cent, due to reductions in average prices for barley, corn, oats, wheat, cows, hogs, cotton, lemons and oranges.
