JEFFERSON, Ohfo, September 17.— President Hoover was pictured as a “smart, but misunderstood man” tonight by David S. Ingalls, former Assistant Secretary of Aviation in Charge of Aeronautics and now candidate for Governor of Ohio. Ingalls spoke at a rally officially launching the Republican campaign in Ohio and commemorating scenes sig- nificant in the party's history. “It has been my privilege,” he said, “‘to come often in personal contact with the President. I know him to be & very smart, but misunderstood man, He is a man who does not quite know how to play politics, which is something for which he has been greatly criti- cized. “No Reason for Harping.” “I think it is about time people get behind President Hoover, to aid and assist him in solving his problems like the American people did in the war- time when Democrats got behind that great Demo- cratic President, Woodrow Wilson, for the good of the country. There is no reason for this harping.” Former Gov. Edwin P. Morrow of Kentucky, speaking under the auspices of the Republican National Committee, termed the Democratic party “visionary” and its leadership “bewildering.” He declared the present time is not || the time to discard “the plan and the || in the reconstruction of the || planner” world’s economic structure, and set forth the record of President Hoover as evidence of “the greatest victory of any Chief Executive” over congressional opposition and the forces of depression.
