FINANCIAL. — e BOND PRICES GAIN INFINAL TRADING Volume Increases, With Ger- man Group Making the Best Recovery. BY F. H. RICHARDSON. Bpecial Dispatch to The Star. NEW YORK, June 23.—Following an frregularly lower trend that held until the last hour today, the Bond Market Tirmed up, especially foreign dollar bonds. Trading was in good volume. The best recovery was in German bonds. Young Plan 5':s and Dawes Reparations 7s, which had dipped 1 to 2 points earlier, were about a point higher on the day at the close. Ger- man utilities like Rhineland Westphalia Electric 6s, Saxon Public Works 7s and Westphalia Electric 6s were bid sharply h'5or. German municipals, such as 78> ort 6ls and Berlin 6s, were bt.ner. Other Europeans followed. Th> reason for this movement was a new agreement reported . have been reached by Premiers MesDonald and Herriot that Germany c@Anot be asked to pay any reparations #ow or during the recovery from the ‘“*orld crisis, and that any future paymehts must be of such nature as not to upset interna- tional commercial relations. There were reports today that large financing operations_are contemplated for Peoples’ Gas, Public Service of Northern Iliinois_and Commonwealth Edison. The offering for the last named, it is said, will be around $50,- 000.000 of first 51is. Outstanding bonds under the same mortgage are quoted currently around a 5.50 per cent basis, but it is expected the new issue could not be marketed on much better than a 6 per cent basis cost to the company. The Public Ser: ice Commission today approved $10,- 000,000 of first lien and refunding mortgage bonds, series B, to be sold by Brooklyn Unjon Gas not later than September 1 ah a price of not less than 95. The market #% the opening reflected optimistic interdretations of President Hoover's disarr™ment proposal, but the, chilly reception this was accorded in’ Paris and the lukewarm response to it in London later brought considerable pressure on the foreign list. German government bonds were forced down 1 to 2 points, the entire German list losing ground with them. Subsequently there was a partial re- covery but pressure was reasserted when it became apparent that Austria’s dec- laration of a partial moratorium was to be followed immediately by an official decree stopping =ll foreign exchange payments. Declines were general in the European list, but elsewhere foreign dollar bonds had a firm tone. Argentine issues moved up on publication of the coun- try's trade figures, showing a favorable balance of $79,000,000 in the first five months of the year. BY DAVID J. WILKIE. Written for the Associated Press. DERTOIT, June 23.—If the “signs of the times” may be taken as a criterion, the motor car industry has not lost & whit of its faith in the future. In the midst of one of the poorest years in its history since the beginning of the mass production era, plans are going forward for the bringing out of new models just as though the industry had been traveling a normal path dur- | ing the current year. While & majority of new models are to be introduced at the year end, most of them already are in the blue print stage. Several t; that had not been been brought out because of develop- menkt: in the trade during the last few weeks, These developments continue to indi- cate that the leaders of the industry profitable operations lies in the low- bracket. Consequently trade circles are hearing more and more rumors that additional manufacturers are planning low-priced cars to com- pete for the bulk of buying favor. It is not so very long ago that the low-price trade was regarded as the exclusive field of one or two producers. Today this field rapidly Js becoming | arowded. Although the industry is not engaged in a price war it is witnessing the rapid growth of something resembling u inramh!e for participation in the budness in the lower price division. Special Dispatch to The Star. NEW YORK, June 23.—The Curb Ex- j ctange, after early irregularity, showed signs of firming today, but trading re- mained dull. The popular Electric Bond & Share around 6!; at midday was up a small fraction. Standard Oil of Indiana st | 18% also was slightly higher, but Cities Service at 2'; was a shade lower. Iluminating and Pennsylvania Water & Power also im- proved. Indicative of the cullness was the fact that cut of 36 representative issues, only 11 appeared during the first hour. Of these 10 were public utilities and the eleventh wss Standard Oil of Indiana. General Tire & Rubter cmitted its 6 per cent preferred dividend. Garlock Packing reduced its dividend from 15 to 10 cents and Farr Alpaca Co. took no action on the 50-cent quarterly due at this time. The latter company ended the vear May 31. 1932, with a net loss of $1,742,616, against at net loss of $1,- 683,566 in the 1931 fiscal year. Laclede Steel Co. cut its dividend from 25 to 15 cents. Seeman Brothers, {Inc., declared the usual 75-cent com- mon quarterly. Southern California Gas Corporation ordered the regular quarterly on the 6!, per cent preferred. Most of these shares, however, were no more influenced immediately by their dividend actions than were other con- cerns by various announcements. Per- fect Circle Co., for instance, reported a gain of 38 per cent in its Canadian sales in the first five months of 1932, |but the stock did not respond.
