FIN ADVANCE IN BOND PRICES CONTINUES Japanese |Issues Gain on Reports of Peace Move at Shanghai. BY F. H. RICHARDSON. Bpecial Dispatch to The Btar. NEW YORK, February 29.—The bond market continued its advance today. ‘Trading was moderately active. The market had new foreign and domestic developments as factors in pushing up bond prices. On news of the peace moves made at Shanghai, Japanese government bonds ran up 3 to 4 points. The 6128 recrossed 70 and the 5%%s got above 60. Tokio 5%s, ‘Tokio Electric 6s, Taiwan 545, Yoko- hama 6s and other Japanese issues moved up proportionately. There were advances elsewhere in the list of foreign dollar bonds. Ger- man government 5!4s and Dawes repa- rations 7s were both about a point higher. Strength was shown by Italy 7s, French government 7s, Great Britain 5155 and Australian government issues. South American issues also improved, most maturities of the Argentine 6s advancing more than 2 points. Canadian exchange was firmer and with it the list of Canadian governmen$ l‘nd government-guaranteed descrip: tions. cific common on the Stock Exchange, on reports that the road may take over operation of the Canadian National, was reflected in better prices for Cani dian Pacific 4s, Canadian National ob- ligations and other Canadian bonds. In the domestic list the prime in- fluence was the approval of loans by the Reconstruction Finance Corporation to several railroads. Loans were authorized to Southern Railway, Erie, St. Louis- San Francisco, Missouri-Pacific, Nickel Plate, Chicago & Eastern Illinois, Chi~ cago & Northwestern and Alabama, ‘Tennessee & Northern, and applications were received from other carriers. Junior ,bonds of these roads rose sharply. Gains ranged from fractions in Missouri-Pacific 5s to nearly 2 points | in Nickel Plate 6s. High-grade carrier obligations, such as Atchison General 4s, Norfolk & Western 4s and Chicago, Burlington & Quincy 4s, were also strong. United States Government bonds were 15 to Y4 point higher. They have ad- vanced uniformly for more than two weeks now and have reached levels ‘where more than half of the 1931 losses have been wiped out. There has, how- ever, been no comparable response by the municipal market. One bankin; house today offered $655,000 City of Jersey City 3!, per cent gold bonds. due August 1, 1934, at 94.45, to yield 6 per cent. These bonds were purchased at a premium in February, 1831. No important Gomcgtic detaults are anticipated Tuesday, though there will undoubtedly be some new ones in the foreign list. The State commissions which regu- late public utilities are attempting to mass _their forces behind a bill intro- duced by Senator Hiram Johnson of California designed to deprive Federal district courts of their jurisdiction in rate cases, it was disclosed here today. The movement is being conducted by Charles M. Thomas, who consti- tutes the one-man commission of the State of Oregon, the only one of the {kind in the United States. Mr. Thomas has advised the Oregon members of Congress that “‘unless utili- ties forego the sanctuary of the Fede ed- ings and voluntarily submit to the jurisdiction of the State courts for the determination of their rights, the State of Oregon will be compelled to go to public_ownership." "Unless relief can be had and juris- diction removed and canceled as to lower Federal courts,” he said, “regu- lation is a failure.” Senator Johnson's bill would deprive the district courts of jurisdiction to | enjoin, suspend or restrain the enforce. ment of any order of an administrative board or commission of a State where jurisdiction is based solely upon ground of diversity of citizenship or the repugnance of such order to the Con- stitution of the United States. and v be had in_the State courts Many of the State commissioners. mainly in the West and South, hav declared themselves in favor of the legislation. Their expressions led Mr. Thomas to assert that they had “de- veloped an amazing situation in that it appears to be practically agreed among the commissions that regulation cannot continue unless the proposed legisla- tion is procured.” A member of the New Jersey Com- mission, however, while agreeing that “the situation has become intolerable,” does not agree with the remedy sug- gested for its correction. GOODS IN MEXICO ON INCREASE By the Assoclated Press An increased demand for American goods in Mexico is seen by the Com- merce Department in the return of more than 11,000 Mexican citizens in 1931. It is pointed out that each of these persons returning to Mexico took with him a knowledge of American merchandise, thus creating a potential increase in the demand for American goods “Many of these returned emigrants bring with them children born and reared in the United States,” the de- partment said. “These children, as well as their parents, have absorbed new ideas and new ideals. They also bring household belongings and, in many in- stances, agricultural equipment, farm animals and a knowledge of modern agriculture greater than they possessed when they left for the United States.” Thus, the department feels, their pres- ence in Mexico will assiWin creating a demand among their associates for many items not now general use among Mexicans.
