By the Associated Press NEW YORK, February 25.—Ways| and means of getting a repeal plank ! nailed into the Republican platform | were considered at a closed meeting yesterday of the Republican Citizens’ Committee Against National Prohi- bition. A A statement issued after adjourn ment said the committee “condemned a political scheme to shelve the national issue of proh‘bition.” “This scheme was devised by certain ! reactionary Republican leaders.” the statement read, “who seek to straddle the prohibition issue. Their latest de- vice is a platform plank providing that if and when Legislatures of a majority | of the States demand repeal of the| eighteenth amendment Congress will pass a resolution submitting a proposal for the repeal to the States.” The statement denounced as “Cow- ardly” the attempt to shift responsi bility to the States and said “these straddling policies all play directly into the hands of our Democratic oppo- | pents.” The program of the three-session con- ference of the committee in Chicago March 4 was arranged, it was an- nounced. It is proposed to foster a repeal plank and to persuade Repub- licans to refuse to contribute to a dry Republican party. The ways and means are not yet complete, but they are “comprehensive and will prove satisfactory to all Re- publican repealists,” the statement | said. Raymond Pitcairn presided. Among those attending were Seymour Wheeler of Chicago, Representative James M. Beck of Pennsylvania and J. H. Heroy, New York, head of the movement. In the midst of weighty matters of the day, some congressional attention is going to such a minor but necessary detail as legislation to correct grammar in a statute ripened with years. Back in 1799, the year George Wash- ington died, a section of the criminal code was enacted to prohibit citizens working against American interests by communication with a foreign govern- ment at controversy with this country. When the statutes were codefied in 1909, the legislators omitted the word “‘who” in two places where the 1799 act in- cluded them.
