LENGTH OF SLUWP BLANED ON TARFF Flexible Clause Fails, Prof. Viner Tells Institute of Politics. By the Assoclated Press. | WILLIAMSTOWN, Mass., August 13.—| Prolongation of the present depression ' was attributed to the Smoot-Hawley, tariff act by Jacob Viner, professor of | economics of the University of Chi- cago, at the Institute of Politics yes-| terday. Prof. Viner told members of the round table conference on inter- national problems of commercial and | finanelal policy that there are excellent he belief the tariff pro- m:: !thr:rd:pruslon and is still pro- ing it. | Th'e"“ll!xlb]e clause” in '.1;! fsm?:‘l<‘ awley tariff act does not make for im- gom:% reduction in the duties levied, he | said, and, even of it did, the Tariff Commission, “heavily loaded with its high tariff men,” would never xnvokc‘ it to lower tariffs. Smoot-Hawley Act Criticized. ‘He labeled the Smoot-Hawley turlq “economically inexpedient, ssserting it makes _exporting more difficult by raising the general price level of labor and raw materials. "The gain in employment™n the home consumption industries is more than | offset by the loss of employment in the export industry, he found. In the general conference on the future of the British commonwealth, Charles A. Leneveu, president of Union Coloniale Prancaise, discussed the foreign policy | of the British Empire and the empire free trade question as those affected | Prance. He pointed to the advocacy "'i England of empire free trade and a| closer economic union of Great Britain | and its dominions. He implied that it such & union were brought about Lhere; ‘would be in the future three great eco- | momic groups—the British Empire, the | United States and Europe. Such an out- | come, he intimated, would bring aboul‘ international complications, and he as- serted that politics cannot be divorced | from economics. Canadian Question Taken Up. AUGUST Poe Plot Is Used With Success as Prisoner Escapes Takes to Heels While Guard Digs for Buried Gold. By the Associated Press. ANAMOSA, Towa, August 13.—A pris- | oner at the State Reformatory here, made use of the plot of Edgar Allai Poe's story, “The Cask of Amontillado,’ to gain his freedom. Fred Hines of Mechanicsville, guard | ot the reformatory, charged with aiding a prisoner to escape, told at his hearing how it happened. Hines declared the prisoner told him he had a sum of money buried on one | of the prison farms where he was work- ing and promised him half if Hines would assist in digging it up. Just as Poe’s character was lured to his doom by the promise of much wine, so was Hines lured by the promise of monetary | reward. ‘Together they went to the place where | the money w supposed to be buried, and while Hines set to work digging for | it the prisoner took to his heels.
