UPPER MARLBORO, Md., June 22. —With reduced interest rates on sav- Ings accounts scheduled to go into effect in five Prince Georg:s County banks July 1, officials of three other banks in ‘the county were undecided today whether they would continue to. pay 4 per c:cnt or reduce the rate to 3i2 per cent. State Senator Lansdale G. Sasscer, president of the Marlboro branch of the Eastern Shore Trust /Co. and & large stockholdcr in the Brandywine Bank, sald those two institutions were still undecided, while Willlam Luers, cashier of the Bank of Bowie, said the board of directors of that bank would probably det:rmine their course of ac- tion at a meeting this week. Five Banks Cut Rate. . | ,, The five banks which voted to cut | the interest rate to 3l> per cent were the Prince Georges Bank & Trust Co., the Pirst Natiohal Bank of Southern | Maryland, the Clinton Bank, the Citi- | zens’ Bank of Riverdale and the Citi- | zens’ Bank of Laurel. The latter bank now pays only 3 per cent and will not be affected by the change. The Southern Maryland Trust Co., although not yet officially commit- ted to the proposal to reduce interest on savings, is reported in favor of the change. In explaining the position of the | banks which agreed to lower the inter- | est rate, C_E. Little, secretary-treasurer | of the Prince Georges County Bankers' | Association, said the banks believe ‘thc)‘ are safeguarding the interests of their depositors by the reduction, as it | will enable them to invest in securities which give a low rate of return, but have at all times a better market. Possibility of further interest reduc- tions in Maryland is seen by Albert Newcomer, chairman of the board of directors of the Baltimore Trust Co. and chairman of the Baltimore clear- ing house. i us':llement {; Made. n a statement to the Prince Georges Bankers’ Association, pointing to the need for lowering the 4 per cent inter- | T | est rate, Mr. Newcomer said: “For a long time mutual savings banks of Baltimore have been paying 412 per cent and the commercial banks 4 per cent. It must be evident to any banker that a department cannot safely be run at a loss, and when general |interest rates declined so that it was | impossible to make purchases of_thor- |oughly reliable berids paying a sufficient rate of interest to enable them to pay |expenses of the department, plus inter- |est being paid the depositors, such a | situation could only be tolerated so long | as the depression in rates was believed temporary. When the depression appar- ently settled down for a long spell, the mutual banks reduced their rate to 4 per cent and the commercial banks to 315 per cent. “It is by no means certain that these rates are low enough under present conditions, but a period of experiment will prove this, and if they are unprof- itable the rates will have to come down still more.” Mr. Little also called attention to the fact that the Prince Georges banks which will reduce interest will insist that depositors present their savings passbook when withdrawing funds. SUGAR COUNCIL CONVENES Countries Not in Chadbourne Plan, Topic in London. LONDON, June 22 (#).—The initial meeting of the International Sugar Council since adoption of the Chad- bourne plan opened today, to last a month. Francis E. Powell, Anglo- American business man, is presiding. The chief topic for consideration is the position of sugar-producing coun- tries not included in the plan. It is hoped that they will put into effect within their own countries something similar to the Chadbourne scheme of production quotas. Delegates of seven nations sttended today's session, among them being Dr. Carlos Manuel de Cespedes, Cuban Minister, and Luis Marino Perez, com- mercial attache of the Cuban embassy at Washington. ILLINOIS LAW CITED IN FACTOR'S DEFENSE Action Against Extradition to Lon- don Based on Difference in State and English Statutes. By the Assoclated Press. CHICAGO, June 22.—Attorneys for John “Jake the barber” Factor re- sumed their fight today to prevent his extradition to England on charges of defrauding investors of almost $5,000,000. Factor is wanted in England on a charge of “receiving money with knowledge that it is fraudulently got.” His attorneys based their arguments on the theory that the act under which he is wanted is not a_violation under the laws of Illinois. For this reason, they contend, it is not re un- der the treaty between ti country and England which provides, claimed, extradition only when the de- fendant is charged with an act which is a crime in both the demanding country and. the State in which he arrested. President Oritz Rubio recently can- celled the authority of the department of interior to handle gambling permits. The President returned this function to the state governments.
