NAMPA, 1daho, June 19.—A demand that the United States “insist, through international agreement, that silver be given its rightful place in economic af- fairs,” was made here by Senator Wil- liam E. Borah in an addréss before the Southwest Idaho Bar Association yes- terday. Taking as his text the steady falling off n American foreign trade, he sald little could be expected from develop- ment of present European markets, but that the great field lay in Russia and China with their 560,000,000 of people. He said that “an ill-advised, if not selfish, policy with reference to the use of silver in China has reduced the pur- cLasing power of China by one-hslt within the last few years. DOLE ABUSE CURE OFFERED COMMONS Minister of Labor BM Pro- vides Machinery to Pro- tect National Fund. By the Associated Press. LONDON, June 19.—A measure aim- ed to cure the abuses of the British dole system has been framed by toe gov- ernment and introduced into the House of Commons by Minister of Labor Mar- garet Bondfield. The bill deals with the misuses of the system brought about by anomalies dis covered in the act's operation the recent investigation by the Commission on Unemployment Insur- ance, which estimated these were cost- ing the employment fund some £5,000,- 000 (about $25,000,000) annually. ‘The bill provides machinery for wipin, out such abuses among four classes qf persons. These are workers who earn sub- stantial sums while drawing the dole for unemployment in their usual occupation; seasonal yorkers; persons who normally work not ¥more than two days weekly and married women who have ceased to be normally employed in insurable em- ployment.
