FIFTH CENTURY RECORDS REVEAL TAX GRIEVANCES Realty Board Recalls Story of How Pisistratus Granted Exemp- | tion to Farmer. In its campaign to lighten the burden of taxation on real estate, the National Association of Real Estate Beards has * delved into records of the fifth century to show that complaints against taxes are not new and that in that far dis- tant time, one ruler listened sympatheti- cally to such pleas. The Netional Realty Board reports that Pisistratus, son of Hiprocates, ruler * of Athens in the last part of the fifth » century. believed in encouraging farm life and undertook many measures to keep his people out of the cities, even edvancing money to the poorer people * to help them make their living from agricultural pursuits, but he did tax them one-tenth of what they produced. ‘The story goes that Pisistratus, fol- fowing his policy of trying to keep the farmers cven from visiting the cities for necessary purposes, _instituted local courts and sallied forth himself into the gural sections to settle disputes. During these trips the ruler inspected the countryside carefully and one day he saw & man named Hymettus culti- vating the spot that was afterward called “The Tax Free Farm.” Hymettus was working hard in the hot sun, and Pisistratus sent an attendant to ask the worker what he got out' of his plot of jand. ““Aches and pains,” stormed the farm- er, not knowing the ruler was near, #and that's what Pisistratus should have , for his taxes” and Pisistratus was so impressed that he granted Hymettus ex- emption from all taxes. Declines in the cost of building ma- terials and house equipment products and the current availability of skilled building mechanics makes this a time- ly period for the construction of homes, observers affiliated with the constru tion industry point out. Building costs now are lower than at, any time in nine years, according to| the George A. Fuller Co. The present | rates of decline is slight and seems to indicate that the not remote future will be a most favorable time for new building, it is contended. ‘The current bulletin of the National | City Bank states that the hourly rate of wages for bricklayers has risen 5| cents during the past 18 months in the New York area, but that at the same | time & workman now lays from 1,200 to 1,400 common bricks per day, whereas formely he laid but 700. Prices of brick, lumber, cement and other building materials have declined in the past year. Further benefiting the current bulld- ers has been the reduction of the costs of parts and equipment of dwellings produced “off the job,” according to| the owners of Strathmeade.
