RESIDENT HOOVER will be asked to consider the possibility of establishing by Federal legislation a new system permitting the discount of mortgages through a new central bank, the National Association of Real Estate Boards reported today in publishing a summary of actions taken at the recent national con- vention of realtors at Baltimore. A recommendation approving such a financial plan was ap- proved by the convention delegate body composed of more than 1,000 realtors from all parts of the country and Canada. Local real estate boards also were called upon to suggest practical ways to create such new machinery, designed to make purchase of homes easier for the average man. Other plans designed to make home ownership easier, to stabilize realty values, to improve home design and to ease the tax burden on the owners of real property were adopted by the realtor convention.
