A—10 MORE BOYS' GLUBS HELD CRIME CURB Better Than Courts and:Po- lice, John Hays Hammond Tells Federation. Expansion of boys' welfare work ‘would prove & strong deterrent to crime, John Hays Hammond, noted engineer, declared last night at the final session of the Boys' Club Federation of America in the Mayflower Hotel. He said the tragedy of the crime problem is the extreme youth of most criminals. All the statistics bear out that statement, he added, citing figures showing that 44 per cent of the persons arrested in New York City last year ‘were less than 20 years old and 60 per cent of all hold-ups were traced to youths between 16 and 20. Mr. Hammond said boys’ clubs were the only agencies which could reach poverty-stricken, predelinquent and underprivileged boys. He contended the wholesome recreation provided by the clubs would do more good than “alf the courts and policemen.” Enthusiasm, creative urge, disciplined Imagination and passion for justice are the four best®things in a boy's life, former Senator George Wharton Pepper of Pennsylvania declared. “Common honesty and life are the things most needed in American youth today,” Mr. Pepper said. “Boys deserve, in like manner, as their birthright, the knowledge that God is a fact and these cmrncuruuu should be inculcated within them.” Willlam Edwin Hill, New York at- ey, was elected as federation presi- dent for his fifteenth successive term.
