The urgent thing now, the immediate problem, is the substitution of a continental doctrine of joint re- nsibility for the misused Monroe octrine. This i8 the only road to a ractical Pan-Americanism of the right ind—of equal obligations, equal privi- leges and mutual confidence. The favorable reaction provoked throughout the continent by the new Latin American policy of the State De- partment and the understanding s} and interest shown by the present ernment of the United States seem to indicate that this is the right time to bring about such substitution. I believe that the greatest tribute which could be paid to the memory of James Monroe would be the initiation on the centenary of his death of this movement to elimi- nate so much misinterpretation and misunderstanding committed in his name.
