The speakers were introduced by Leifur Magnusson, director of the Washington branch of the International Labor Bureau, who outlined the present unemployment emergency in con1ec!lon with the topic of the e\en\ng “Security Against Unemployment.” Dr. Lubin posed his own question by asking if it is possible for modern in- dustry to stabilize and regulate employ- ment throughout the year. Dr. Ryan voiced tde idea that the burden of unemployment insurance should not rest on the industry alone, cit'ng the fact thag most cf the 240,000 railroad workers, who had been thrown out of work by technological changes and other causes, are permanently out of that field.. Following the three leading addresses there were brief remarks from Oscar Leonsrd, director of the Federation of Jawish Charities. Prof. Willard of Georgs Weashingten University and Dr. L.
