SATURDAY, MARCH 7, TREASURY OFFICIALS ACT TO ENFORCE DAVIS LAW Payment of Government Projects to Be Required After April 3. the Prevailing Local Wages on BY DON S. WARREN. \REASURY DEPARTMENT officials moved this week to put into effect the provisions of the Davis act, effective April 3, which requires that contractors erecting Federal and District public buildings shall pay the prevailing local wage scale, a law de- signed to protect resident labor and contractors from cut-rate, itin- erant building organizations. $ Officials of the Treasury Department, which has charge of the | letting of contracts for Federal projects here and elsewhere, met yes- terday to draft plans for carrying out provisions of this law and to enforce its provisions. ¥ The law, sporsored by Senator Davis, former Secretary of Labor, and urged by union labor officials, it is believed, will act to prevent impairment of standards of living in building mechanics who are per- manent residents of this and other communities, by placing all bid- ding contractors generally on an equal basis. W’l’he District government was helpless in the matter, however, until the new | law was passed, due to the legal nece: sity of awarding the work to the low- est responsible bidder. Effective in 30 Days. President Hoover signed the Davis measure March 3 after it had been in the closing hours of the | Seventy-first Congress and the law be- | comes effective 30 days after its enact- | ment. | Labor leaders have expressed fears | that the law id not accomplish the | purpose set forth, because it carried no penalty clause, but some legal officials are of the opinion that the Treasury | Department will have full power of en- forcement. It is pointed out that if the | contractor violates the law requiring Jocal wage scales to be paid to mechan- jes the successful bidder's contract might be voided, or payments on thei contract might be withheld. 1If this proves to be the case the new law will be a boon to local labor and subsequently will serve to strengthen local business conditions, since non- local contractors bidding for local build- | ing projects will have to estimate their costs as to labor on the same basis as local contractors submitting bids.
