More than a million citizens, ap- proximately half of those who must pay income tax on March 15, will have to pay three times as much tax to the Goy- ernment this year as they did last year. The situation 18 brought about through the return to the 1928 income tax rates after a 1 per eent reduction for one year on incomes of 1929, pay- able in 1930, ‘The rates on normal income which must be paid this year are 113 per cent on the first $4,000 of net normal in- come, 3 per cent on the next $4,000 normal income and 5 per cent on all above $8,000. Last year the taxpayer haying $4,000 or less normal income only one-half of 1 per cent, those from $4,000 to $8,000 income pald 2 per cent and above that on normal income the rate was 4 per cent. 2,523,000 Must Pay. Based on income tax statistics of 1928, the last complete year available, about 2,523,000 persons will have to pay tax on their incomes this year unless the depression of 1930 reduced the number. Of that total in 1928, nearly half, or 1,223,077, had mcomes of less than $4,000 a year and paid a tctal tax of $9,734,159. ‘The second bracket of income tax- ers, numbering 786,190, must pay a more tax this year, which is ex- pected to apj ate $17,701,052, the amount received from 1928 incomes. _ The third bracket taxpayers must pay a fourth more than last year on normal | In 1028 the income tax amounted to $1,164,25¢,037 and 4,070,851 made re- turns, but of that number 1,547,788 did not have to pay tax. Forecasts Puzzle Officials. ‘Whether the income tax returns will show more or less than received in 1928 is one of the problems that is puzzling Treasury officlals. They are awaiting the March 15 installment on 1930 tax to determine just how great a deficit will face the Government at the end of the 1931 fiscal year next June 30. Income tax receipts during the first Sculmr of 1930 amounted to $628,079,- 8, as compared with $696,093,560 in the first quarter of 1929, and the amount this year is expected by Treas- ury officials to bz about $100,000,000 Jower than last year. In the present fiscal year starting last July 1 a total of $1,167,125,660 has been collected in income taxes, as com- pared with $1,245,979,538 in the pre- vious fiscal year.
