MIDWEST EXPECTS PICK-UP IN TRADE Business Men Discard Pes-| simistic Attitude With Ap- proach of Spring. @pecial Dispatch to The Star. KANSAS CITY, Mo, February 21.— Approaching Spring is having its sa utary effect on the business psychology of the interior. While well below nor- mal in trade activity, the adjustment to conditions is bringing a recovery from the pessimistic attitude of four months ago. Expenses have been pared. Stocks are kept low. Collections are watched closely. Small concerns that were in difficulties mostly went out of business some time past. The number of re- tail stores is in better proportion to the population—just as the banks are beginning to adjust their number to actual needs. Elimination of 200 to 300 banks in each State has left the remainder a larger field. The vast ex- pansion of filling stations has come to an end end the number is being re- duced. All this is indicative of a fitting of service to the demand, with a resultant stability 40 the concerns remaining. Likewise, those firms that have main- tained attractive stocks and have pushed their wares are doing very well. The severe limitation of spending for six months has placed income earners in better financial position, but now there are more replacements that bring buying more freely. A more optimitic attitude is notice- able in conferences and other gather- ings of business men. Admitting that trade is slow, there is a fecling that it is on a sounder basis than before and that improvement is ahead. (Copyright, 1931.) Pebruary 21.—Bar sil- ver today scored one of the sharpest rises in recent months of depressetl prices by advancing 1 cent an ounce in New York to 274 cents. Although there were other bullish factors, the trade credited the rise principally to adoption by the United States Senate of a resolution suggesting that President Hoover enter into nego- tiations with other governments look- ing to the restoration of the price of the metal. Production figures for 1930 showed a sharp ds from totals of recent years, and another market factor mentioned was the action of the International Chamber of Commerce in Paris in pro- posing a silver conference to meet the economic _crisis in China. Heavy buying orders from India and China reached the New York market, where the supply of the metal was lim- ited. NEW YORK, February 21 (Special) —The fact that average stock prices at the end of the week have advanced well above the previous high average of the month and of the year confirms to chart readers the predicticn that they will go higher. They base this on the ability of the market to take all of the stock offered in the last three or four days of continuous rise—which is sup- posed to mean that the public is buying quite heavily and that the eflect of further short selling is overbalanced by outside purchases. The average of the market is now about the same as at the end of October and, by some charts, about 25 points above the low average of last Dacember. . Railroad Dividends. NEW YORK, February 21 (Special). —=Standard Statistics points out today that railroad common stock dividends face reductions uniess earnings increase materially this year. It gives a list of rail issues which may not be able to cover their 1931 dividends in full. Th:s includes Canadian Pacific, Lackawanna, Texas & Pacific. Southern Railway, Pere Marquette, Pittsburgh & West Vir- ginia and Kansas City Southern. This sec- tion of the public is not back in the market yet, but the rise in shares they have owned since the 1929 crash makes them hopeful.. ‘The bigger wire houses have been handling a good volume of business on both sides of the market this week. Some of the smaller houses, specializing in odd-lot and installment business, re- port an increased business. NEW YORK, February 21.—After a lower opening, the cotton market trengthened today and under a recovery of 10 points, and the largest volume of business of any Saturday in_several months, the list closed 2 to 3 points higher than Friday. The previous setback of about 35 dry goods positions have shown a de- advanced 5 points to 11.05. The slight decline during early trad- ing was a direct result of a setback of | a dollar a bale in erpool and addi- | tional March hquidation in advance of notices on Tuesaay. Owing to the holi- | day Monday, holders of March had only today's short session to ¢ven up out- standing interest or accept deliveries of actual cotton on the opening Tuesday and March sold 29 points under May, which was more than the cost of carry- ing the stock for two months. By the Associated Pre LOS ANGELES, February 21.—The determination of James Roberts, 34, who said he once was a prosperous busi- ness man in Windsor, Vt., to, break into prison for shelter and food seemed des- tined today to be unsuccessful Police' said Roberts cashed a fictitious $5 check in a store last Monday and then asked to be arrested. Police re- fused because the check had not been returned. They told him to call back in three days. He gave himself up yesterday, asking | assurance of shelter and food. Com- plaints were issued, but the store re- fused to prosecute, and cfficers said Roberts probably would be released. NEW YORK, February 21 (Special) —Brokers who have been watching the loaning of stocks claim that the short interest is increasing rather than de- creasing. The most important bears still hold to the opinion that prices business and that when the preliminary estimates of March quarter corporation | earnings are published they will be able to cover their commitments at a profit. The weak shorts have already been run in. The strong members of the group covered a considerable percentage of their commitments two weeks ago, but have been putting out additional lines this week.
