Wirth of Planning Body | Favors Property Owners Bearing Upkeep. ‘The cost of maintalning small park ®paces which are a part of Washing- %on’s street system should be borne by owners of property in the neighbor- | hoods in which -they are located, in the opinion of C. L. Wirth, landscape wrchitect for the National Capital Park end Planning Commission. Mr, Wirth's opinion was given in the Supplement to the commission’s annual * yeport, which was made public today. Declaring the Government should not be “burdened” with the maintenance of the reservations, as the parking spaces are known, he said: “Perhaps it would be better not to allow these small parking areas where they are not necessary,” The «cost per acre for the maintenance and operation of Washington's park system is below the average, he added. Need of Policy Seen. 1 Mr., Wirth’s views on the subject Sollow: “I believe some policy regarding the acceptance of these small reservations from subdividers should be adopted. Although it is true that the layout. of the Washington street system is the main cause for many of the small Teservations, however, in some cases, small reservations are. being turned over to the Government that are un- necessary as far as the general welfare of the city is concerned. “I refer to small center parkings and circles within a subdivision that are not a real necessity or of any practical use, except to help the subdivider to sell his progrty. Of course, they are pretty in themselves for the abutting property, for if they were not they Wwould not be of any help to the sub- divider in selling.” Many Small Reservations. Mr. Wirth pointed out that Washing- ton has 438 reservations of a guarter ©of an acre or less, of which 349 are improved; 105 reservations from one- quarter to one acre, of which 72 are improved, and 42 reservations between one to five acres, of which 23 are im- proved. This shows that out of 626 reserva- tions, 585 of them are less than five acres each, and of the total 461 im- proved reservations, 444 of them fall into this class, he explained. The cost of cutting of the lawns averages $289 per acre per year. College Building Burns. JONESBORO, Ark., January 13 () — The three-story administration building of Arkansas State College was destroyed by a fire of undetermined origin early yesterday, causing damage estimated at $175,000. WASHINGTON’S WRITINGS ON PRESS Government Printery Engaged in Production Original Manuscripts. of Volumes of One of the interesting operations now under way at the Government Printing Office is the printing from original manus:ript sources of all the writings of Washington, under the di- rection of the George Washington Bi- centennial Commission, George H. Car- | ter, Public Printer, said today in his annual report, in which he outlined the scope of the work and told of the present status. The definite edition will consist of 25 volymes, more or less, and include all the written and printed words of Wash- ington, except his famous diary in_print, together with all of his ge eral orders during the Revolutionary War, which latter are now to be printed for the first time. The principal sour®e of material for the publication will be the original Washington papers, which have been | preserved by the Government for mahy | years, and are now in the possession of the Library of Congress. These manu- scripts contain about 98 per cent of the writings of Washington that have survived, and constitute 75,000 folios of written records, bound in 400 large| volumes. The printed edition will con- tain all these papers, as well as every other writing of Washington that a world-wide search may reveal. Several years will be required to fin- ish the series. Congress has ordered 3,000 sets, 2,000 of which will be put on sale, and the rest reserved for official -distribution. Partridge, consult- ing architect of the-National Capital Park and Planning Commission, con- tends in a supplement to the Com- mission’s report, made public today by Lieut. Col. U. S. Grant, 3d, its execu- tive officer. “A study of L'Enfant’s plan, as well as a careful reading of his descriptions, shows the effort made to mold his de- sign to the existing topography,” says Mr. Partridge. “No mention can be found of Versailles or London as an inspiration. He reiterates again and again in his letters that this plan of bis was ‘original’ and ‘unique’ In a letter to Jefferson requesting some Old World city maps he deprecates any copying and asks for this information only as a_means for comparison or to aid in refining and strengthening his Jjudgment. “There has come down to us only a single manuscript plan which students have accepted as the original design and ng which they have based all their com: ts. This drawing depicts only an intermediate stage of the plan. The first plan was much altered by L'Enfant himself at the request of President Washington, but by a careful study of internal evidence of the later drawing the designer’s masterly original may be restored.
